TENT/VENDOR CHECKLIST
The AHJ shall be permitted to regulate 1 events
protection carnivals ipment placement
pertains to access for emergency vehicles; access to fire
of stands, concession booths, and exhibits; and the control of hazardous conditions
dangerous to life and property. NFPA 1, Section 10.16.2
Event coordinator(s) shall provide the vendors a checklist of what is expected of them at
the event. However, individual vendors within the special event shall be held responsible
for their individual vending space. Those that do not comply with the guidelines of this
checklist for their vending arrangement are subject to immediate denial within
participation of the permitted event.

by the event coordinator.
Notarized letter from property owner stating their approval.
Proof of liability insurance.
If tent is greater than 10 x 10, flame retardant certification is required. If
multiple 10 x 10 tents are placed together to create one large space under
canopy, than a flame retardant certification shall be required on all tents.
No smoking signs must be placed outside entrances.
If there is to be wire fencing or chain link fencing, this fence shall be set
back from the tent at least 5 feet and have at least 2 exits.
If tent has sides, the sides shall be in the up position unless there is
inclement weather, than 2 sides must be in the up position.
Adjacent tents shall be spaced a minimum of five (5) feet to provide an
area to be used as a means of emergency egress. If stake lines are used to
secure the tent, than the five (5) feet shall be measured from the stake line.
The ground enclosed by any tent and ground not less than 120" outside the
tent shall be cleared of all flammable or combustible material or
vegetation that is not used for necessary support equipment.
If lighting is installed in tent, it shall be in the way that bulbs are not in
direct contact with the tent. Bulb/lamp cages shall be used.
If power is supplied by generator, generator shall be a minimum of 5 feet
from the tent and shall be isolated from contact with the public by either
physical guards, fencing, or an enclosure. Fuel containers shall not be
stored within close proximity of any ignition source.
Any extension cords used shall be placed or positioned to not cause a
trip /fall hazard.
A minimum of one portable fire extinguisher with a rating of not less than
2 -A: 10 -B:C shall be provided. (See note at bottom)
If an LP (propane) tank is used by the vendor it shall be positioned outside
the footprint of the tent.

If cooking is involved:
A minimum of one Class K portable fire extinguisher shall be
provided for each concession stand that utilizes vegetable or
animal grease cooking oils or any other process that produces
grease laden vapors. (See note at bottom)
Concession stands utilized for cooking shall have a minimum of
10 ft (3 m) of clearance on two sides and shall not be located
within 10 ft (31n) of amusement rides or devices.
If cooking is taking place under any tent, aflame retardant
certification is required.
Any appliance used for cooking that utilizes a vent, that
—� appliance shall be positioned to vent outside the tent.
Cooking equipment used in fixed, mobile, or temporary
concessions, such as trucks, buses, trailers, pavilions, tents, or
any form of roofed enclosure, shall comply with this standard
unless all or part of the installation is exempted by the AHJ.
NFPA 1, Section 50.2.9
NOTE: State of Florida requires all extinguishers to be certified by an authorized and
licensed fire extinguisher company.

REGULAR COUNCIL MEETING
A Regular Council Meeting was held on March 23, 2009 at 6:00 p.m. in the Robert H.
Johnson Council Chambers of the Municipal Building.
President Lopez called the meeting to order. Roll call was taken. Present were members
Clyde Bracknell, Kenneth Compton, Manny Funes, Luis Lopez, Jodi Wilkeson and Mayor Cliff
McDuffie. City Manager Steve Spina and City Attorney Joseph Poblick were also present.
Staff present: Police Lieutenant Derek Brewer, Fire Chief Keith Williams, Utilities
Superintendent David Henderson, Public Works Director Rick Moore, Building Official Bill
Burgess, Director of Development Todd Vande Berg, Airport Manager Trina Sweet and City
Clerk Linda Boan.
Mayor Cliff McDuffie gave the Invocation. The Pledge of Allegiance followed. Clyde
Bracknell moved the minutes of the March 9, 2009 Regular Meeting be approved. Seconded by
Manny Funes. Motion passed unanimously.
MAYOR
1. Proclamation — National Kite Month
Mayor McDuffie read a proclamation in which he proclaimed April 2009 Kite Month in
the City of Zephyrhills. He presented the proclamation to the staff of Goin' Postal.
2. Proclamation — Water Conservation Month
Mayor McDuffie read a proclamation in which he proclaimed the month of April 2009 as
Water Conservation Month and called upon each citizen and business to practice water saving
measures. He presented the proclamation to employees of the utility department, Superintendent
David Henderson, water supervisor Nathan Coleman, and water foreman Bruce Sellars.
3. CR54 Alignment Presentation
Marty Marlon representative from American Consulting Engineering and Andy Alipour
project manager from Pasco County provided an update on the County Road 54 Route and Pond
Study from US 301 to 23 Street that will be submitted to the Board of County Commissioners.
Their preferred alignment will be recommended consisted of building alternative 1 — South
Alignment — with additional required right -of -way predominantly on the south side which will
require 6 parcels totaling 2.93 acres. The long range project will be jointly funded and will meet
the existing needs and for future 2030 traffic. This was for information only.
4. Krusen Field Appeal
Director of ZPAL Mark LaMonte addressed Council regarding his bid proposal for the
use of Krusen Field. The Site Plan Review Committee had ranked the two proposals and the
outcome was a 1 point difference with ZPAL prevailing. However because of a question
regarding the validity of insurance Mr. Spina awarded the use of Krusen Field to ZPPAL. ZPAL
requested the appeal to City Council.
The following persons spoke from the floor: Marsha Desena, 8203 Cindy Drive, Cory
Swanstrom, 3025 Coats Road, Horace West, 547 Sierra Circle, Haines City, FL, and Deann
Ainsworth, 5310 King Street.
Kenneth Compton said it was his understanding that ZPAL received the most points in
the ranking and the reason for the question today is the insurance. He then moved the bidding be
awarded to ZPAL since they received the most points with the condition of staff's satisfaction
that they are covered insurance and the City of Zephyrhills is named as additional insured.
Seconded by Clyde Bracknell. Motion failed 2 -3 with Jodi Wilkeson, Luis Lopez and Manny
Funes voting against the motion.
Kenneth Compton moved ZPAL be approved as the bid recipient on two conditions. 1)
Staff is satisfied the adequate insurance is provided to cover the City and 2) ZPAL will do new
background checks, and provide evidence, through the Zephyrhills Police Department that are
local, state and national at the expense of ZPAL. Seconded by Clyde Bracknell. Motion passed
3 -2 with Luis Lopez and Manny Funes voting against the motion.

5. Award Bid for Fire Sprinkler System
Chief Williams said there were two bidders for the automatic fire sprinkler system for
Station 1. He recommended Council award the bid to the low bidder Simplex - Grinnel for a total
of $55,980.00. By accepting the low bid the City's 5% share would be $2,799.00 which will be
taken from the fire portion of Public Safety Impact Fees.
Jodi Wilkeson moved the bid for the automatic fire sprinkler system for Station 1 from
Simplex - Grinnel for $55,980.00 be approved. Seconded by Manny Funes. Motion passed
unanimously.
CITY MANAGER'S REPORT
6. Proposed Change to Employee Policy and Procedure Manual
Mr. Spina said Councilman Funes requested two changes to the Employee Policy and
Procedure Manual. On page 44, Number 15 of Group II offenses — Council concurred the last
sentence would read, "The purchase or possession of alcohol by an employee in a City vehicle
when off duty shall be a violation of this rule." Council also concurred, on page 45 Section
11.06 a sentence would be added at the end that would read "The appropriate department head,
in conjunction with the Director of Administrative Services, shall obtain a copy of the pertinent
criminal charges filed by any authorizing agency." Any changes will be submitted to each union
before the final action to incorporate into the manual.
Manny Funes moved the two changes are accepted. Seconded by Clyde Bracknell.
Motion passed unanimously.
CITY ATTORNEY'S REPORT
7. Request for Special Events Permit — Revival (C Avenue and US 301)
Mr. Poblick presented a request for special events permit to hold a tent revival on vacant
land on the corner of US 301 and C Avenue.
Bill Burgess said the permit application states the revival will be April 3 -27 but they
actually only want one week. They are requesting approval because of the tent and he requested
Council approval.
Clyde Bracknell moved the request be granted for one week in April. Seconded by
Kenneth Compton. Motion passed unanimously.
8. Resolution #614 -09- Suspend Certain False Alarm Fees
Resolution #614 -09 was read by title. Chief Williams explained the reason for the
resolution. Mr. Poblick requested this be tabled until the next meeting so there can be input from
the Police Chief.
Jodi Wilkeson moved Resolution #614 -09 be tabled until the next Council meeting.
Seconded by Kenneth Compton. Motion passed unanimously.
