TRANSPORTATION IMPACT /UTILITIES IMPACT AND RESOURCE RECOVERY FEES: The undersigned understands that Transportation Impact Fees and Recourse Recovery Fees may apply to the construction of new buildings, change of use in existing buildings, or expansion of existing buildings, as specified in Pasco County Ordinance number 89 -07 and 90 -07, as amended. Discussion of proposed Site Plan for expansion submitted by John's Steak & Seafood Restaurant The contractor for John's Steak & Seafood Restaurant presented a preliminary site plan for the Committee to review. The plan shows a six foot balcony extension that would eliminate several parking spaces. Mr. Vande Berg stated that staff would work with the applicant to insure that the restaurant and the overall retail development has adequate parking. 2. Discussion of the Celtic Festival Mr. Spina and the Committee discussed the fire marshal requirements for the event. The fire department indicated that they have and will continue to work with the Celtic Festival to insure that safety requirements are met while at the same time not placing an undue burden on the event participants. The Committee discussed the lack of parking, power, fencing, lack of financial assistance, lack of bleachers, lack of "buy in" from the city for the event. Of note, committee members discussed possible solutions for providing barricading and bleachers for Zephyr Park during the event. Mr. Spina suggested that the City might be able to change regulations to allow for alcohol sales at 11 am instead of the current 1 pm. 11 am would be consistent with Pasco County regulations. The Mayor suggested that the Celtic Festival organizer should consider establishing a year around presence in Zephyrhills to keep the community informed about the Celtic Festival and help with community "buy in ". Mr. Spina suggested that we decide how important this event is to the City of Zephyrhills and what additional resources we want to contribute to the Celtic Festival. Below are our responses: 1. Fire Marshal issues: the fire marshals believe all issues have been resolved with the vendors /tents /etc. They do not anticipate any additional requirements and emphasized that requirements for 2010 will be the same. They did note that in 2008 there were 12 violations of fire codes and in 2009 there weren't any. Some issues addressed this year included any tent 10 by 10 or less do not need to be permitted (but cannot be cooked in) and those tents that do have cooking need to have certified fire extinguishers. The assistant fire marshal also said he did not charge the Festival committee for his time during the inspections (about five hours). 2. Parking — staff has no problem with the idea of shuttle buses to and from the event. There will need to be insurance on the buses and drivers have to have commercial driver's licenses (CDL). We also will work with you to find remote parking if necessary, such as at City Hall, Krusen Field, etc. 3. Electric power — we will work with you on this issue and coordinate through Parks (Shane). We don't want a situation where we are eliminating generators but relying on extension cords too heavily. 4. Fencing — Pasco County has 9,000 linear feet of barricades, we used 2,400 feet during the Founder's Day parade. We will work with you to obtain barricades if that will work. (We think we can help get them and keep them for the 2 events which are a week apart). 5. Community Support — not really our issue. We will advise /assist if possible. 6. Bleachers — we do not have bleachers that are transferable and we do not have plans to purchase any. Staff did advise that there are firms that lease bleachers (variety of styles too). That may be something to investigate. 7. Community event — we are happy to help market the event, including putting it on the city website. We also discussed the idea of creating a calendar of events for all events going on — Main Street's Car Shows, Music and Motorcycles, and the Celtic Festival. We also can provide a link to the Celtic Festival website from our site if you'd like. 8. We also will be happy to discuss fees /waiving of some fees and City Council participation. I. Use these Application Guidelines in conjunction with the Limits of Use associated with FL5259 -R3. 2. Polyglass accepts the direct application of Polystick underlayment membranes to wood decks where permitted by Code (non - HVHZ). Installers are cautioned to refer to applicable local building codes prior to direct deck installation to ensure this is acceptable. Refer to applicable Product Data Sheets of the corresponding products. 3. All Polystick materials, with the exception of Polystick TU Plus, should be back - nailed in selvage edge seam as per Polyglass Back Nailing Guide published at www2.polyglass. Nails shall be corrosion resistant, I I gauge ring -shank type with a minimum I -inch diameter metal disk or Simplex -type nail, at a minimum rate of 12" o.c. Polystick TU Plus should be back - nailed using the above noted fasteners and spacing, in area marked "nail area, area para clavar" on the face of membrane. The head lap membrane is to cover the area being back - nailed. 4. All seal lap seams (selvage laps) must be firmly rolled with a hand roller to ensure full contact. 5. All over - fabric and over - granule end -laps shall have a 6 -inch wide, uniform layer of Polyglass Polyplus 55 Premium Modified Flashing Cement, Polyglass Polyplus 50 Premium MB Flashing Cement, Polyglass PG500 MB Flashing Cement, Mule -Hide 241 Premium Modified Flashing Cement, Mule - Hide 251 Premium Wet/Dry Electrometric Flashing Cement, or Mule -Hide 421 Mod Bit Flashing Adhesive Trowel Grade mastic, applied in between the application of the lap. 6. A maximum of 6 tiles per stack are allowed when loading tile directly onto the underlayments. Refer to the Polyglass Tile Loading Guidelines. Roofing Tiles (6 Max. Battens and /or Counter - battens, as required by the tile manufacturer and FRSA/TRI 07320/8 -05 must be used on all roof slopes of 7:12 or greater. For roof slopes in excess of 61/4:12, precautions should be taken, such as the use of battens to prevent tile sliding during the loading process. 8. Note: Polyglass does not allow for flat profile tile directly atop its Polystick underlayments. 9. Minimum cure time after membrane installation and before loading of roofing tiles is forty -eight (48) hours. Polystick TU Plus may not be used in any exposed application such as crickets, exposed valleys, or exposed roof to wall details. 11. Repair of Polystick membranes is to be accomplished by applying Polyglass Polyplus 55 Premium Modified Flashing Cement, Polyglass Polyplus 50 Premium MB Flashing Cement, Polyglass PG500 MB Flashing Cement, Mule -Hide 241 Premium Modified Flashing Cement, Mule -Hide 251 Premium Wet/Dry Elastomeric Flashing Cement, or Mule -Hide 421 Mod Bit Flashing Adhesive Trowel Grade mastic to the area in need of repair, followed by a minimum 6 x 6 inch patch of the Polystick material of like kind, set and hand rolled in place over the repair area. Patch laps, if needed, shall be installed in a water shedding manner. 12. All Polystick membranes shall be installed to ensure full contact with approved substrates. Polyglass requires a minimum of 40-lb weighted - roller or, on steep slopes, use of a stiff broom with approximately 40 -Ibs of load applied for the field membrane. Hand rollers are acceptable for rolling of patches, laps or small areas of the roof that are not accessible to a large roller or broom.. 13. All substrates should be dry, clean and properly prepared prior to application. An approved substrate technical bulletin can be furnished upon request. See Section 4.5 of Evaluation Report. 14. Polyglass offers a 10 year Limited Material Warranty on all properly installed Polystick self- adhered underlayments. Warranty must be requested and registered by Polyglass to be in force. 15. Polyglass recommends that applicators follow good roofing practices and applicable procedures as outlined by the National Roofing contractors Association (NRCA).
