I'm not sure if you received a copy of the minutes /approval conditions from the public hearing or not? Please see
attached copy. Technically the way this was approved we're requiring that the landscaping be brought up to code. We
won't hold you up on pulling building permits, but let's discuss sometime tomorrow if you're available.

NOTICE OF DEED RESTRICTIONS: The undersigned understands that this permit may be subject to "deed" restrictions"
which may be more restrictive than County regulations. The undersigned assumes responsibility for compliance with any
applicable deed restrictions.
UNLICENSED CONTRACTORS AND CONTRACTOR RESPONSIBILITIES: If the owner has, hired a contractor or
contractors to undertake work, they may be required to be licensed in accordance with state and local regulations. If the
contractor is not licensed as required by law, both the owner and contractor may be cited for a misdemeanor violation
under state law. If the owner or intended contractor are uncertain as to what licensing requirements may apply for the
intended work, they are advised to contact the Pasco County Building Inspection Division — Licensing Section at 727 -847-

TRANSPORTATION IMPACT /UTILITIES IMPACT AND RESOURCE RECOVERY FEES: The undersigned understands
that Transportation Impact Fees and Recourse Recovery Fees may apply to the construction of new buildings, change of
use in existing buildings, or expansion of existing buildings, as specified in Pasco County Ordinance number 89 -07 and
90 -07, as amended. The undersigned also understands, that such fees, as may be due, will be identified at the time of
permitting. It is further understood that Transportation Impact Fees and Resource Recovery Fees must be paid prior to
receiving a "certificate of occupancy" or final power release. If the project does not involve a certificate of occupancy or
final power release, the fees must be paid prior to permit issuance. Furthermore, if Pasco County Water /Sewer Impact
fees are due, they must be paid prior to permit issuance in accordance with applicable Pasco County ordinances.
CONSTRUCTION LIEN LAW (Chapter 713, Florida Statutes, as amended): If valuation of work is $2,500.00 or more, I
certify that I, the applicant, have been provided with a copy of the "Florida Construction Lien Law— Homeowner's
Protection Guide" prepared by the Florida Department of Agriculture and Consumer Affairs. If the applicant is someone
other than the "owner ", I certify that I have obtained a copy of the above described document and promise in good faith to
deliver it to the "owner" prior to commencement.
CONTRACTOR'S /OWNER'S AFFIDAVIT: I certify that all the information in this application is accurate and that all work
will be done in compliance with all applicable laws regulating construction, zoning and land development. Application is
hereby made to obtain a permit to do work and installation as indicated. I certify that no work or installation has
commenced prior to issuance of a permit and that all work will be performed to meet standards of all laws regulating
construction, County and City codes, zoning regulations, and land development regulations in the jurisdiction. I also
certify that I understand that the regulations of other government agencies may apply to the intended work, and that it is
my responsibility to identify what actions I must take to be in compliance. Such agencies include but are not limited to:
Department of Environmental Protection - Cypress Bayheads, Wetland Areas and Environmentally Sensitive
Lands, Water/Wastewater Treatment.
Southwest Florida Water Management District - Wells, Cypress Bayheads, Wetland Areas, Altering
Watercourses.
Army Corps of Engineers - Seawalls, Docks, Navigable Waterways.

I understand that the following restrictions apply to the use of fill:
Use of fill is not allowed in Flood Zone "V" unless expressly permitted.
- If the fill material is to be used in Flood Zone "A ", it is understood that a drainage plan addressing a
"compensating volume" will be submitted at time of permitting which is prepared by a professional engineer
licensed by the State of Florida.
If the fill material is to be used in Flood Zone "A" in connection with a permitted building using stem wall
construction, I certify that fill will be used only to fill the area within the stem wall.
- If fill material is to be used in any area, I certify that use of such fill will not adversely affect adjacent
properties. If use of fill is found to adversely affect adjacent properties, the owner may be cited for violating
the conditions of the building permit issued under the attached permit application, for Tots less than one (1)
acre which are elevated by fill, an engineered drainage plan is required.
If I am the AGENT FOR THE OWNER, I promise in good faith to inform the owner of the permitting conditions set forth in
this affidavit prior to commencing construction. I understand that a separate permit may be required for electrical work,
plumbing, signs, wells, pools, air conditioning, gas, or other installations not specifically included in the application. A
permit issued shall be construed to be a license to proceed with the work and not as authority to violate, cancel, alter, or
set aside any provisions of the technical codes, nor shall issuance of a permit prevent the Building Official from thereafter
requiring a correction of errors in plans, construction or violations of any codes. Every permit issued shall become invalid
unless the work authorized by such permit is commenced within six months of permit issuance, or if work authorized by
the permit is suspended or abandoned for a period of six (6) months after the time the work is commenced. An extension
may be requested, in writing, from the Building Official for a period not to exceed ninety (90) days and will demonstrate
justifiable cause for the extension. If work ceases for ninety (90) consecutive days, the \ job is considered abandoned.

After reviewing the information at hand, plans and the different codes, as well as, talking with other fire marshals the
items listed will be required. If you feel differently, you shall support your reasoning based on code. The language shall
be forwarded to me to review. Also at this time, I will allow the concrete slab to be poured and building to be erected.
However, the building will not be used until all comments attached are addressed. Should the building be used without
authorization, fees and possible legal action will be implemented. I have forwarded a copy of this to the Building Official.

Project: Metal Frame Building for Flammable Spray Applications

I have received and reviewed the plans for the construction of a structure used for
flammable spray application operations located at 3951 Copeland Dr. and have not
approved this project to move on without the following items being addressed. Fees will
be withheld until a revision is submitted.
Should anyone have any questions, please do not hesitate to contact the Fire MarshaI's
office.
1. This building was reviewed under NFPA 33, 2007 edition. This standard
applies to the spray application of flammable or combustible materials, as
herein defined, either continuously or intermittently by any of the following:
(1) compressed air atomization, (2) airless or hydraulic atomization, (3)
Electrostatic application methods or (4) other means of atomized application.
This structure utilizes (3). The building is a partially enclosed structure (roof
and semi enclosed walls on 2 sides) Therefore defines this area as an
unenclosed spray area (NFPA 33, Chapter 3.3.1.3.1) There is no exception in
NFPA stating this open shed design is equivalent to the outdoors.
2. 1.1.4 of NFPA 33 refers to makes a statement that it does not apply to
application processes that are conducted outdoor, however when you read the
information under that section in the appendix it refers to the spraying of a
building or similar item in the outdoor.
3. NFPA 33, Chapter 1.3 states chapters 4 through 10 and Chapter 18 shall apply
to all spray application processes which includes, construction, electrical,
ventilation, storage & handling, protection, operation & maintenance and
training.
4. Once the materials are laid out to be sprayed, there shall be a 3' clear space
maintained on all sides and through the centers to provide for an unobstructed
and safe egress. NFPA 33, Chapter 5.3.2
5. Chapter 7.2 states each spray area shall be provided with mechanical
ventilation. It shall be designed in accordance to NFPA 91.
6. Electrical shall be in accordance to chapter 7 ofNFPA 33 and NFPA 70.
7. Fire protection shall be in accordance with chapter 9 ofNFPA 33.

8. , Maintenance procedures shall be established for maintaining all spray
equipment, including air hoses, any ventilation equipment, and fire protection
equipment. Approved waste containers shall be provided in designated
locations for the disposal of impregnated (with sprayed material) rags or
waste. Chapter 10 of NFPA 33.
9. No smoking signs shall be posted at all spray areas and mixing Iocations.
Signs shall state "NO SMOKING OR OPEN FLAMES" in large letters on
contrasting color background. Chapter 10 of NFPA 33
10. No hot work of any kind is allowed in or adjacent to the spray area without
authorized approval from the AHJ. Chapter 10 of NFPA 33
11. All personnel involved in the spraying application process shall be trained in
potential safety and health hazards, operational, maintenance, and emergency
procedures required, and importance of constant operator awareness. They
also shall be instructed in proper use, maintenance and storage of all
emergency, safety or personal protective equipment required. All training
shall be documented with name of person(s) attending training along with
type of training and date. This information shall be provided to the AHJ prior
to construction final.
12. The interior surfaces shall be smooth, designed and installed to prevent
pockets that can trap residues, and designed to facilitate ventilation and
cleaning.
13. When netting is installed over unenclosed openings, the building becomes
enclosed and shall comply with NFPA 101, Chapter 7, Life Safety Code,
which includes but not limited to, exit and emergency lighting and type of
locking hardware allowed.
14, Portable fire extinguishers shall be in accordance with NFPA 10. NFPA 33
states that the hazard classification is "extra high ", therefore Chapter 6 of
NFPA 10 states extinguisher type shall be a minimum of 40 -B provided every
30 feet or 80 -B provided every 50 feet.

1. Wheelblast (SPR- 02 -09) — Site Plan Review to add an additional structure to an
existing manufacturing business located at 3951 Copeland Drive.
The applicant, Mr. Mike Lynch, presented site plans showing the location of a proposed
20,000 square foot, 45 foot high steel and canvas building. The applicant described the
nature of their business and their desire to construct a structure to protect their
manufacturing process from the spring "love bugs ".
The Site Plan Review Committee recommended approval with the following
conditions:
i. Verify proposed size (length, width and height) of structure and submit final site
plans to Development Services. Provide at least two site plans for stamped
approval;
ii. Provide an up to date SWFWMD permit and/or letter from the engineer verifying
that current proposed activities are permitted and/or will not require an additional
permit;
iii. Comply with the 2007 Building Code (including the 110 mph wind load);
iv. Coordinate with fire Department (Keith Williams / Kerry Barnett);
v. Coordinate with Utilities Department (David Henderson) regarding utilities / septic.
The applicant is advised that City Sewer is available;
vi. Landscape buffer w/ water supply needs to be brought up to code on site (western
boundary, Tucker Road & Copeland Drive. Applicant to provide a landscape plan
to Development Services;
vii. Trina Sweet will coordinate with LPA for height compliance of proposed structure
with City Airport zoning ordinance.
2. Saturday Nite Cruise — Special Event Application (Saturday April 25, 2009 & the
fourth Saturday night of the week for one year).
Main Street will host a car show on Saturday April 25, 2009 (4 pm to 9pm) and every
fourth Saturday of the month for a period of one year. As with previous events the show
will take place on 5 Avenue between 7 and 10 Street. Brenda Welcher, executive
director of the Main Street program presented the application. At the last SPR meeting
Mr. Spina asked Ms. Welcher to survey the businesses downtown. The ten businesses

that responded to the survey are all in favor of a car show once a month downtown. Two
representatives from the Pasco Roadrunners club were also present at the meeting. Mr. Le
Blanc thanked them for the "great job cleaning up" and promised to coordinate with them
for the upcoming events.
The SPR Committee recommended approval.

Below is supplemental information and covenants for the construction and operation of a
canopy designed to control insects to be used for the spray application of flammable or
combustible materials onto non - combustible objects utilizing airless application
technology at 3951 Copeland Drive, Zephyrhitla, Florida. Should anyone have any
questions, please do not hesitate to contact Mike Lynch, President, Wheelblast, Inc.
1. The Wheelblast operation is not a typical spray finishing operation in that the process
does not produce vapors that exceed twenty -five (25) percent of the lower flammable
limit due to the airless spray technology, unconfined spray area of over three -
hundred- seventy thousand (370,000) cubic feet, and natural atmospheric dilution.
Data collected to date on the current alike outdoor operations have yielded no
detectable combustible emissions as close as one (1) foot from the spray nozzle.
An alr sampling protocol designed to establish that the spray process within the
canopy does not produce vapors that exceed twenty -five (25) percent of the lower
flammable limit shall and Implemented immediately upon commencing operations.
The air sampling protocol shall follow the criteria of the American Industrial Hygiene
Association and be designed to provide a confidence interval that vapors that exceed
twenty -five (25) percent of the lower flammable limit. Periodic monitoring Intervals
shall be established based upon the initial survey data to assure that the confidence
Interval 18 maintained. The air sampling protocol and data shall be available to the
Authority Having Jurisdiction at all times.
2. The canopy shall be of open type design with at least three - quarters (3/4) of the
structure perimeter shall open to the atmosphere or protected by fire retardant insect
protection products that restrict ventilation to not less than 400 feet per minute. The
canopy shall be provided with a standard ridge vent traversing the entire length of
the canopy. Mechanical dilution ventilation shall be provided to supplement the
natural ventilation if Indicated by the air sampling protocol described above. The
assumption, based on existing data, Is that vapors that will never approach twenty -
five (25) percent of the lower flammable limit that would require supplemental
mechanical ventilation.
3. A three (3) foot clear space shall be maintained on all sides and through the centers
when objects are laid out to be sprayed to provide for an unobstructed and safe
egress. Length of materials will dictate vertical or horizontal layout within the canopy
in a manner to ensure aisles are available and maintained. In addition, a center aisle
will be continuously maintained of approximately eight (8) feet in width to facilitate

6. Approved waste containers shall be provided In designated locations for the disposal
of rags or waste impregnated with sprayed material.
7. Operation and maintenance procedures including maintaining spray equipment, air
hoses, and fire protection equipment will be established prior to Initial operation of
the canopy.
8. All personnel involved in the spraying application process shall be trained in potential
safety and health hazards, operational, maintenance, and emergency procedures
required, and importance of constant operator awareness. They also shall be
Instructed In proper use, maintenance and storage of all emergency, safety or
personal protective equipment required. All training shall be documented with name
of person(s) attending training along with type of training and date. This information
shall be provided to the Authority Having Jurisdiction prior to initial operation.
9. No smoking signs shall be posted at all spray areas and mixing locations. Signs shall
state "NO SMOKING OR OPEN FLAMES" in large letters on contrasting Dolor
background,
10. No Hot Work of any kind is allowed within or adjacent to the canopy spray area
without executing the Wheelblast Hot Work Permit process and authorized approval
from the Authority Having Jurisdiction.
11. The canopy shall comply with NFPA 101, Life Safety Code, with respect to but not
limited to exit numbers, marking, and door locking hardware. Exits travel will be
limited to a maximum of seventy-five (75) feet, identified by self luminescent signs,
and doors equipped with panic typed hardware if equipped with latches. The active
use of the building will be limited to daytime activities and natural lighting will be
available from translucent panels on the canopy when occupied negating the need
for emergency lighting.
12. The canopy structural materials are non - combustible, the objects to be sprayed are
non - combustible, and the insect protection products are fire retardant per NFPA 701,
Standard Methods of Fire Tests for Flame Propagation of Textiles and Films.
Fire protection shall be provided by 10 pound 4A:8013C portable fire extinguishers
placed on 25' centers along the sides of the 200 foot canopy span. Additional fire
extinguishers will be provided as needed.
13. All pertinent safety, operating procedure, training, permit, sampling documents shall
be readily available to the Authority Having Jurisdiction at any time

The results of NFPA 701 are used to assess the propagation of flame of various textiles and films under
specified fire conditions. The test methods included apply to curtains, window shades, draperies, table linens,
textile wall hangings as well as to fabrics used in the assembly of awnings, tents, tarps and other similar
architectural fabric structures and banners. Specific information is provided on the types of test apparatus,
calibration of equipment, conditioning of specimens and testing and cleaning procedures.
NFPA 701 (Small Scale) testing measures the ignition resistance of a fabric after it is exposed to a
flame for 12 seconds. The flame, char length, and flaming residue are recorded. The fabric will pass the test if

I think we're good on these except for #2. I have a call into their engineer to find out the status of their SWFWMD
permit. We might add the following language as a D.O special condition.:
1. "provide Development Services with approval from SWFWMD verifying permit modification"

Here are the approval conditions for Wheelblast. I need to find the file to verify #2, but I think we're in good shape
otherwise.
The Site Plan Review Committee recommended approval with the following conditions:
i. Verify proposed size (length, width and height) of structure and submit final site plans to
Development Services. Provide at least two site plans for stamped approval;
ii. Provide an up to date SWFWMD permit and /or letter from the engineer verifying that current
proposed activities are permitted and/or will not require an additional permit;
iii. Comply with the 2007 Building Code (including the 110 mph wind load);
iv. Coordinate with fire Department (Keith Williams / Kerry Barnett);
v. Coordinate with Utilities Department (David Henderson) regarding utilities / septic. The applicant
is advised that City Sewer is available;
vi. Landscape buffer w/ water supply needs to be brought up to code on site (western boundary,
Tucker Road & Copeland Drive. Applicant to provide a landscape plan to Development Services;

vii. Trina Sweet will coordinate with LPA for height compliance of proposed structure with City
Airport zoning ordinance.
