The circumstances with this case are "less than desirable" as we have expedited our review in less than three days from the time we were first notified. For the record, the supporting documentation is incomplete, i.e. no shingle color, nor specific description was provided, i.e. three-tab, dimensional, five-tab, etc. and more importantly, the project was started / partially finished prior to obtaining a proper roofing permit. This creates issues with review and making an appropriate ruling as material evidence has been destroyed / disposed of. It also appears the property owner is not understanding of this process. Therefore, on a one time basis, I/ we will approve this application, but conditionally, "Under Protest". I will personally be submitting proposed changes to the review process which include significant fines to both the owners and contractors who fail to adhere to requirements for "historic contributing structures". Chairman Geiger called the meeting to order 5:05 p.m. as a quorum was present. Roll call was taken. Present were members Bill Back, John Geiger, and Tracy Sullivan. Jason Aiken was unable to attend. New Business 1. Reauest for a Certificate of Ap�rooriateness submitted bv Thomas & Marsha Sauer for replacement of their roof at 5527 11 Street Chairman Geiger explained that they wish to install shingles to the roof at this location. There has not been very much information submitted as work had already begun when the roof contractor applied for the permit. The contractor explained to staff that he had not realized this was a historic house and because it had been leaking the owners were very anxious to get the work done. The contractor provided a piece of material (rolled on roofing brushed with tar) that he had removed from the roof. Vice Chair Back commented that just because he provides a sample it doesn't necessarily mean that it is accurate / original as this house is from 1928 and this sample doesn't mean that this product was what was originally on the house. Mr. Back explained his issue is that the H. P. Board is being asked to make a decision on here-say with very little supporting evidence. He stated that if the Board reviewed 500 cases a year then we would have a precedent but now there are so few cases this is the first time this issue has come up. If we approve one now there are so few that in six months from now if another case comes through we should handle it exactly the same way. He emphasized that if we let applicants slide on providing the supporting information, which we require in the first place, then where does it stop. Mr. Back said the contractor at minimum could take a picture up in the attic showing the boards of the roof, if they are basically touching each other then evidence would support, yes there was probably some other type of roofing, besides 5-V metal, etc. But simply because of the board spacing, to automatically say the H. P. Board finds that is what belongs on the house, he would rather have an opinion from someone that is an expert on that vernacular who would say it could be one of these 3 or 4 things. He feels that the supporting information the contractor has provided is incomplete. Mr. Back said if we let this one case go through under these circumstances, he is afraid it could snow ball and we will face this again and again. Mr. Back stated that during inspections he can look from the attic underneath and determine the nailing pattern that holds the decking boards / plywood. One or two pictures that shows what kind of boards support the roof and how far apart they are (decking) should be submitted with the application. Along with the pictures, the contractor should submit a sample, a product reference, a MSDS sheet or something that says what the product is made of and what it looks like, i.e. three-tab shingles, dimensional shingles, etc. After further discussion, Tracy moved to approve the Certificate of Appropriateness with the conditions that supporting documents indicating the proposed type of roof to be installed and photos showing the size and spacing of the boards be presented to be reviewed by the Board. Motion was seconded by Bill Back. Motion passed unanimously.
