TRANSPORTATION IMPACT/UTILITIES IMPACT AND RESOURCE RECOVERY FEES: The undersigned understands that Transportation Impact Fees and Recourse Recovery Fees may apply to the construction of new buildings, change of use in existing buildings, or expansion of existing buildings, as specified in Pasco County Ordinance number 89-07 and 90-07, as amended. Chairman Geiger called the meeting to order at 5:00 p.m. as a quorum was present. Roll call was taken. Present were members Jason Aiken, Bill Back, John Geiger, Marian Riopelle and Tracy Sullivan 1 Application for a Historic District "Certificate of Appropriateness" submitted bv Barbara Miller and Ernest Peeples (File 8PA791) for aropertv located at 5528 11�' Street Staff verified that this home is a 1925 Craftsman architectural style and is a contributing structure in the Historical District. Ryman Construction submitted pictures and samples of the materials that are proposed to use as replacement for the old roof. Mr. Peeples was present to answer the Board's questions (Barbara Miller is his sister). Mr. Back stated the Board is in the position that if there is not enough supporting evidence in the pictures that that they can say one way or the other, the Board is stuck in the middle. Chairman Geiger explained to the guests that the Board is charged with seeing that changes made to the exterior of a contributing historic structure are consistent with the original intent and to try and help maintain architectural accuracy and significance of that structure. Mr. Back stated that if a house has a roof with 5-V metal, it should have a 5-V metal roof put back on it but if the evidence that supports thaYs the roof that was on there is destroyed then the Board cannot speculate. The Board does not know who the architect was and has no photos showing when it was built and there has to be some exceptions to be able to permit shingles to be installed. Mr. Peeples stated that he can verify that this house has had shingles for at least 66 years since he has lived in it since he was 8 years old. Mr. Back stated there is nothing he knows of to argue the point that it had shingles on it when it was built. Probably was either shingles or asphalt roofing because that is the era when it started becoming popular. Marian Riopelle moved to approve the Certificate of Appropriateness application for re- roofing this structure with the 30-year dimensional shingles. Motion seconded by Jason Aiken. Motion passed unanimously. 2. Application for a Historic District "Certificate of Appropriateness� submitted bv Eldon Mead (Scott Blackman Roofin4) for his propertv located at 5443 9�' Street (File 8PA8591. Staff verified that this home is a 1925 Neo Classical Revival architectural style and is a contributing structure in the Historical District. Scott Blackman Roofing Company submitted pictures and samples of the materials that are proposed to use as replacement for the old roof. Mr. Mead was present to answer the Board's questions. Mr. Mead has lived in this home for 33 years and stated that his house was built in 1926 and to his knowledge it has always had shingles on it because he personally re-roofed it in 1987 and when he started working he found 3 layers of shingles — no one had removed any of the roofs (8 truckloads of shingles). Bill Back stated similar to the previous case the board has lack of supporting documentation to specify the exact roofing material that was on this structure originally so following the precedent that has been set he moved to approve the Certificate of Appropriateness as submitted. Seconded by Tracy Sullivan. Motion passed unanimously. 3. Application for a Historic District "Certificate of Aparoariateness" submitted bv Theresa Summer for her propertv located at 5316 8 Street (File 8PA889). Staff verified that this structure is a 1910 Frame Vernacular architectural style and is a contributing structure in the Historical District. It has a corrugated metal roof and the COA application request to replace it with 5V Metal roofing. Mr. Back stated that it appears to him that the 5V metal roof is appropriate for the age and architectural style of the structure. He is not concerned with the change from what is existing on there, the corrugated to the 5V crimp metal roof. Bill Back moved to approve the application for Certificate of Appropriateness as submitted with the 5V metal. Seconded by Marian Riopelle. The reviewed to plans and roofing materials that was submitted by the applicant. The plans showed the present addition and what renovations that they are proposing. The subject addition is non-conforming and not part of the original contributing structure. Mr. Back suggested that when people are adding additions, they should submit a site plan so that the Board can see how the structure fits on the property. Mr. Back also pointed out that the improvements to the roof will actually enhance the appearance of the structure. He stated the it is obviously such a low pitch roof that you cannot put metal on it anyway — it has to be some kind of built-up roof. The Board concurred with Mr. Back's recommendation: the window style should be equal to or complimentary of the windows that were original architectural style in the house. Bill Back moved to approve both Certificate of Appropriateness for Scott and Lori Myer as submitted for the addition of the utility room and renovations to the existing family room and include the upgrades to the flat or low pitch roof section with the previous notation regarding the windows. Motion was seconded by Jason Aiken. Motion passed unanimously. Jason also pointed that in Tallahassee there is a Department with Master Site Files that they will share with City Planners. The files have the archeology info but also the Historical data and the file numbers we have assigned for the Historical Preservation Survey Files identify the properties.
