AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ZEPHYRHILLS, FLORIDA, PROVIDING FOR AN ECONOMIC
DEVELOPMENT JOB CREATION INCENTIVE; PROVIDING FOR
SEVERABILITY AND AN EFFECTIVE DATE
WHEREAS, Pasco County has adopted a job creation incentive Ordinance No. 10-08; and
WHEREAS,the City of Zephyrhills City Council has expressed a desire to participate in funding
implementation of Pasco County Ordinance No. 10-08; and
WHEREAS,the City of Zephyrhills has determined that it is in the City's best interest to
participate with Pasco County in providing economic incentives for job creating businesses
located within the City of Zephyrhills; and
WHEREAS,the City of Zephyrhills wishes to establish and promote a sound business and
industrial workforce in Zephyrhills, and diversify the tax base to benefit all residents of
Zephyrhills.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Zephyrhills,

SECTION 1. Short Title OR BK 8798 PG 3199
This Ordinance shall be known as the Zephyrhills Target Industry Job Creation Incentive
enabling Ordinance.
1 SECTION 2. General Authority
A. The Zephyrhills City Council may budget funds and the City Manager;or his designee,
may expend funds,which are budgeted for business or industry promotion purposes pursuant to
the provisions of Chapter 166, Florida Statutes. �4
SECTION 3. Business Assistance Incentives
A. Pasco County Ordinance No. 10-08 defines what criteria new or existing businesses"
within Pasco County must meet to quality for the Pasco County Target Job Creation Incentive.
Those criteria are hereby incorporated herein by reference.
In order to facilitate the attraction of targeted businesses, which are located in the
jurisdictional boundaries of the City of Zephyrhills,the City may contribute to the incentives
provided by Pasco County up to fifty percent(50%) of Pasco County's incentives awarded.
B. Business seeking City incentives as Target Businesses, shall at a minimum, qtf lify for*
state incentives and pay an average annual wage of at least 115% of the Pasco County average
wage; n 5
(1) A qualifying Target Business that is proposing new development or expansion
that creates a minimum of ten(10)new full time jobs in the first year of operation is eligible for
payment-by the City of up to:
• $2,000 per job created if equal to or greater than 115% of the Pasco County
annual average wage;
• $3,000 per job created if equal to or greater than 125% of the Pasco County
annual average wage;
• $4,000 per job created if equal to or greater than 150%of the Pasco County
annual average wage;
• $5,000 per job created if equal to or greater than 200% of the Pasco County
annual average wage.

C. The incentives are not exclusive and the Target Business may apply or qualify for or
participate in other federal, state or local programs and may apply for as many incentives as they
qualify for in the ordinance or other provisions of the Code or as otherwise approved by the City
Council, which may include waiver of land development code or code of ordinance provisions.
Upon request from Pasco County,the City of Zephyrhills may enter into an agreement
with Pasco County and/or the job creation applicant. The agreement shall address the terms and
conditions of the incentive to be paid and the responsibilities of each party.
The City shall contribute a minimum of 50%of the incentives, with the maximum
incentive amount limited to $25,000, unless a greater amount is specifically authorized by the
City Council.
SECTION 4. INCLUSION IN CODE.
It is the intent of the City Council of the City of Zephyrhills that the provisions of this
Ordinance shall become and be made a part of the Zephyrhills City Code and that the sections of
this Ordinance may be renumbered or re-lettered and the word"ordinance"may be changed to
"section," "article," or such other appropriate word or phrase to accomplish such intentions.
SECTION 5. SEVERABILITY.
If any section, sentence, clause or phrase of the Ordinance is held to be invalid or
unconstitutional by any court of competent jurisdiction,then said holding shall in no way affect
the validity of the remaining portions of this Ordinance.
SECTION 6. EFFECTIVE DATE.
This.Ordinance shall become effective upon passage on the second reading and signing by the
Mayor.
