ADVISORY BOARD; ASSIGNING AUTHORITY AND
RESPONSIBILITY; ESTABLISHING MEMBERSHIP AND TERMS;
ESTABLISHING THE OFFICE OF CHAIR AND VICE CHAIR;
ESTABLISHING REQUIREMENTS FOR MEETINGS AND -RECORD

WHEREAS,_the City of Zephyrhills recognizes the importance of providing public parks and - N
recreation activities in our community; and

WHEREAS, the City Council desires to improve parks and recreation services for our citizens
through the use of City, State and Federal programs; and

WHEREAS, the parks.and recreation facilities and programs in our community need to be .�
reviewed and possible improvements could be recommended to the City Council, Mayor and
City Manager. .
NOW THEREFORE, BE IT. ENACTED, AND ORDAINED BY THE CITY COUNCIL '
OF THE CITY OF ZEPHYRHILLS,FLORIDA,AS FOLLOWS:

SECTION 1: There shall be created a Parks and Recreation Advisory Board.
SECTION 2: The Board is hereby charged with the duties to advise the City Council and City
Manager on parks and recreation facility improvement projects, grant projects and recreation
programs pertaining to youth, adults and senior citizens.
SECTION 3: There shall be five board members and two alternates on this board, all of which
shall be registered voters of the City of Zephyrhills. They shall be appointed by the City Council
and shall serve for two year staggered terms. There shall be initially appointed three members
for 1 year and 6 months; two members for 6 months. Initially one alternate shall be appointed
for 1.6 years and one alternate shall be appointed for 6 months. The initial appointment will be
made prior to the initial installment in December 2012. This Board shall have appointment made
prior to the annual installment in June of each year. Board members and alternates may be
removed by the City Council.as necessary due to cause.
SECTION 4: There shall be a Chair who shall preside at meetings. There shall be a Vice Chair.
who shall in the absence of the Chair, preside over meetings. The Chair and Vice Chair shall be
regular members of the board, and shall be elected by the membership each year at the first
meeting after the appointment of new members and alternates.
SECTION 5: The Board shall hold at least one regular meeting per quarter, with options to
meet monthly as needed. The office of the City Clerk shall keep public record of such meetings.
All meetings shall be public under the Government-in-the-Sunshine Laws.
SECTION 6: Absences from three consecutive regular meetings shall cause a Board member of
alternate to be removed from their seat, unless such absence is excused by the majority vote of
the Board with such excuses duly entered into the minutes.
