Now,we need a procedure to ensure collection of these fees is not accidentally overlooked. It makes no sense to go to the time and expense in staff time of entering a P0, ap�roving a PO,triggering check issuance, cutting a check, bringing a check to the building dept, issuing a receipt,depositing a check, and reconciling a check.Therefore,the payment method for intra-City building permits will be journal entry.This is not unlike how we handle the City's Utility bill. Utility Billing provides me the monthly costs and I enter ihose via journal entry. Enterprise Fund Depts—department heads should have me enter the journal entry prior to requesting issuance of a building permit.A journal entry is simple for me to enter-e�en easier than a budget amendment. Once the amount of the building permit is known, come to me and have me enter the journal entry. I will print you a copy and you can take it to the Building Dept and offer it as your proof of payment. Do not ask the Building Dept to issue a permit without already having the journal entry entered. Building Dept- Do not issue a building permit to an Enterprise Fund department head unless they provide a copy of the journal entry.That is your proof of payment in case the audi�ors select building permits as their audit focus one year— and they could! I appreciate everyone's cooperation as we become accustomed to this new procedure.
