may be reques#ed, in writing, from the Building Official for a period not to exceed ninety (90) days and will demonstrate
justifiable cause for the extension. If work ceases for ninery(90)consecu#ive days, the job is considered abandaned.

The folks at West Florida Fence were approve for award of contract (4-28)for the City/Airport in an FDOT
project. Project must be completed by June 3 .
Documents were drawn by Avcon. Work inclu es moving gate at Aerocenter, static gates and fences along
ESE side of airport thru Skydive City and mino land grubbing. Wireless CCTV cameras will be installed at
WWTP and at airport gates, one will report to olice— Fire dispatch

Dear Mr. Handrahan,
,
On Thursday, April 24, 2014 at 2:00 .m., the City of Zephyrhills received bids for the Airport
Fencing and Security Upgrades proj ct at the Zephyrhills Municipal Airport[including Base Bid
Schedule, Bid Alternate #1, and Bid Aternate #2). A total of four (4) bids were received for the
� project,with prices ranging from as low as$309,948.00 to as high as$447,475.00 for the Base Bid
Schedule. The apparent low bidder w s FRS Environmental Remediation, Inc. d/b/a The FGS
, Group Inc. (FGS). Their bid price wa $309,948.00 for the Base Bid Schedule. The Engineer's
estimate was approximately$287,250. 0 for the Base Bid Schedule. We have reviewed the bidding
' documents for all bids received. Du ing the review, several minor mathematical errors were
encountered. These discrepancies we e not found within the apparent low bidder's bid and in no
' way affect the bid results. Complete id Tabulations for all bids received are attached for your
review, which identifies the errors.
� Surety information p,rovided by FGS eets�or exceeds the contract requirements. No insurance
' certificate was provided. AVCON r commends that FGS provide a Certificate of Insurance
identifying the City as Additional Insure , per Special Provision No. 7,within ten(10)days of receipt
of written notice of an award of the co tract, as allowed by the Contract Documents.
Disadvantaged Business Enterprise(DBE)information was also reviewed as part of the bid analysis.
Based on FGS's bidding documents, hey cannot commit to the project DBE goal of 6.7%. FGS
presented information as a Good Faith Effort within their bid,which needs to be reviewed by the City
Attorney for approval.
The total budget for the Constructio portion of the project is $300,000. The FGS's Base Bid
amount is $309,948. We have con acted the FDOT and no additional funding is available.
Therefore, AVCON recommends a si gle fixed camera be removed from the Contract as a Value
Engineering(VE)measure to allow th Base Bid to be awarded with the funding available to the City
(reduction of $10,862.50). AVCON has spoken with FGS and they offer no objection to the
reduction. After the reduction is appl ed, the new Base Bid Schedule price is $299,085.50. The
funding for this project is 100% cover d by FDOT security monies.

Notwithstanding the City Attorney's final eview of the complete bid package and legal review of bid
forms, DBE, insurance and other signa ory matters, and based on the information and findings
above, AVCON recommends the City f Zephyrhills award the Airport Fencing and Security
Upgrades project Contract, Base Bid S hedule only,to the lowest, responsive, responsible bidder,
FRS Environmental Remediation, In . d/b/a The FGS Group, in the total amount of Two
Hundred Ninety-Nine Thousand, Eig ty-Five dollars and Fifty cents ($299,085.50), pending
FDOT concurrence. The FDOT fundi g is available for expenditure through June 30, 2014, at
which time it expires. This schedu e was presented to the potential bidders during the
advertisement period and the bidders w re asked to consider this information in their bids. We have
spoken to the apparent low bidder and hey are confident they can meet the schedule if they are
able to begin work by Monday, June 5, 014.
In order to meet the deadline,AVCON as already begun to prepare the Notice of Intent to Award,
and conformed construction contracts or The FGS Group to execute, in anticipation of review,
approval by the City Commission at the April 28, 2014 regular meeting.
We stand ready to assist the City in the mplementation of this important aviation project, based on
your award of the contract to complete his work.
