Exhibit "C" <br /> ( <br /> HISTORIC PRESERVATION ELEMENT <br /> OR BK 5910 PG 1454 ,, <br /> INTRODUCTION 7 of 25 <br /> The fundamental purpose of the City of Zephyrhills Historic Preservation Element is to provide <br /> for the identification and evaluation of local historic resources; to protect those resources against <br /> adverse impact; and to promote awareness among residents and government officials of the <br /> importance of preserving such resources. The Historic Preservation Element is an optional <br /> element and is prepared pursuant to Chapter 9J-5, Florida Administrative Code and Chapter 163, <br /> Florida Statutes. The 1985 Local Government Comprehensive Planning and Land Development <br /> Regulation Act requires communities to address the preservation of historic and archaeological <br /> resources. Local governments are allowed to fulfill this requirement by addressing preservation <br /> within the Land Use,Housing, and Coastal Management Elements. The City of Zephyrhills has <br /> determined that a separate preservation element would best serve the community and would <br /> reflect the importance the City places on its historic resources. <br /> Increasingly,historic and cultural resources in Florida are threatened by destruction due to rapid <br /> growth in population and ensuing development. These resources are links to the past. They <br /> make communities unique, giving them a "sense of place" and provide a source of pride. More <br /> importantly,historic resources allow for the education of present and future generations of their <br /> place and time in the continuum of the human experience and societal development. The <br /> purpose of historic preservation is not to halt growth or change,because it is recognized that both <br /> are needed to keep a community alive. The purpose of historic preservation is to integrate the <br /> past with the present and the future through the preservation and reuse of existing buildings. <br /> DEFINITIONS <br /> Certified Local Government. A designated local government meeting the requirements of the <br /> National Historic Preservation Act of 1966, as amended,which extends some aspects of the <br /> federal and state responsibilities for historic preservation to qualified local governments. <br /> Certificate of Appropriateness. A document evidencing approval by the Historic Preservation <br /> Board of an application to make a material change in the appearance of a designated Historic <br /> Property or of a property located within a designated Historic District. <br /> Contributing Resource. A building, structure, site, or object which is at least 50 years old and <br /> which is located within the boundaries of a designated Historic District or Historic Property and <br /> which contributes to the historic or architectural character of the property or district. <br /> Design Guidelines. Guidelines developed to ensure building designs are compatible with the <br /> historic character of a building, structures, site or district in terms of scale, mass,building <br /> patterns, façade, articulation, and incorporating design elements of prevalent neighborhood <br /> architectural styles. <br /> Designation. The process by which a building, structure, site, or district is formally recognized <br /> by a government as historically significant. <br /> Determination of Eligibility(DOE). A resource that has been determined eligible by the State <br /> Historic Preservation Officer for designation in the National Register of Historic Places but has <br /> not yet been nominated. <br /> Florida Master Site File. The State's clearinghouse for information on archaeological sites, <br /> historic structures, and field surveys for such sites. A combination of both paper and computer <br /> files, it is administered by the Bureau of Archaeological Research, Division of Historical <br /> Resources,Florida Department of State. <br /> Historic District. A geographically definable area,urban or rural,possessing a significant <br /> concentration,linkage, or continuity of sites,buildings, structures, objects or areas which are <br /> united by past events or aesthetically by plan or physical development. <br /> 1 <br />
