EXHIBIT B 8K 5922 PG 289 <br /> 11 of 57 <br /> PART 7.11.00 TRADITIONAL DEVELOPMENT STANDARDS <br /> SECTION 7.11.01 GENERAL PROVISIONS FOR TRADITIONAL DEVELOPMENT DISTRICTS <br /> Traditional development, as presented in the Comprehensive Plan revision, encompasses the <br /> following types of land uses. These are illustrated conceptually in Figure 7.11.01. <br /> Section 7.11.01.01 Purpose and Intent. The purpose and intent of the traditional development <br /> districts is to implement the Traditional Town Development (TTD), the Traditional Marketplace <br /> Development (TMD), and the Traditional Neighborhood Development (TND) provisions of the <br /> Comprehensive Plan and to: <br /> 1. Encourage mixed-use, compact development that is pedestrian in scale and sensitive to <br /> environmental characteristics of the land, and facilitates the efficient use of services within the <br /> County. <br /> 2. Have residences, shopping, employment, and recreational uses located within close proximity <br /> with each other and efficiently organized to provide for the daily needs of the residents. <br /> 3. Provide for a range of housing types within pedestrian-oriented, human-scale neighborhoods. <br /> 4. Provide efficient circulation systems for pedestrians, non-motorized vehicles, and motorists <br /> that serve to functionally and physically integrate the various land use activities. <br /> 5. Allow for a strong neighborhood identity and focus. <br /> Section 7.11.01.02 Organization of Traditional Development Standards <br /> These regulations reflect a 'building block' approach to traditional development, with Traditional <br /> Neighborhoods (TNDs) and Traditional Marketplaces (TMDs) as the base districts. The Traditional <br /> Town (TTD) functions as an umbrella district, composed of TNDs, TMDs, and additional land uses <br /> needed to support a larger population, such as a Traditional Employment Center (TEC). A portion of <br /> a TTD also may be used for Planned Development District. <br /> Separate regulations are provided for TNDs and TMDs, in order to allow these districts to be <br /> developed independently of a TTD. <br /> Provisions for Civic and Open Space/Recreation areas are included in the TND provisions. A <br /> "Neighborhood Center" commercial area in a TND is also included to allow for small-scale commercial <br /> uses intended to serve local residents. <br /> To avoid duplication, standards that apply to all traditional development districts, including provisions <br /> for street and sidewalk design, landscaping, parking, and signage, have been grouped together as <br /> "general standards for all traditional development districts". <br /> The overall organization has been structured to follow logically, with general provisions and standards <br /> for all traditional development districts (e.g. uses allowed, street, alley and sidewalk standards by, <br /> parking, lighting, landscaping, fencing and walls, and signage) listed first, followed by specific <br /> provisions for TNDs and TMDs — the building blocks of traditional development — and then the <br /> provisions for TECs and for the development of larger TTDs. <br /> Traditional Development Standards -80— <br /> Zephyrhills Land Development Code <br />
