Appointments of the Youth Council shall conform to Zephyrhills_High <br /> School schedules, and the new City Youth Council will go into effect the day after the last <br /> day of the Zephyrhills High School year. City Council members are invited to attend <br /> Youth Council meetings, and along with city staff, coordinate activities. <br /> Subsection C. Selection of Officers: The City Youth Council shall elect a chair to <br /> conduct meetings, a vice chair to conduct meetings in the absence of the chair, and a <br /> Secretary/Treasurer to record the Minutes of the Youth Council Meetings and to fulfill the <br /> duties of a Treasurer. They may be two(2) separate individuals. Election of officers shall <br /> be held at the first regular meeting after the appointment of members. If either the Chair, <br /> Vice-Chair, or Secretary/Treasurer resign from their position, leave the City Youth <br /> Council, or are removed from the City Youth Council,the City Youth Council shall select <br /> a new Chair, Vice-Chair, or Secretary/Treasurer. <br /> Subsection D. Meetings. Records: The City Youth Council shall hold at least one <br /> regular meeting per quarter,with option to meet weekly as needed or desired. The office <br /> of the City Clerk shall keep public record of such meetings. All meetings shall be public <br /> under Florida Government-in-the Sunshine Laws. <br /> Subsection E.Ab, s from Meeings: Absences from three consecutive regular <br /> meetings of the City Youth Council shall cause a member to be removed from their seat, <br /> unless such absence is excused by a majority vote of the Youth Council with such excuse <br /> duly entered upon its minutes. <br /> Subsection F. Vacancies: All Vacancies on the City Youth Council shall be filled <br /> by Appointment by the City Youth Council Advisory Board. <br /> Subsection G. Duties and Responsibilities: <br /> The City Youth Council shall have the duty and responsibility to: <br /> i. Evaluate and review problems facing youth in the City; <br /> ii. Facilitate neighborhood meetings with youth to discuss problems, <br /> needs, suggested improvements to the community; <br /> iii. Meet regularly with the Mayor and City Council members to share <br /> ideas and discuss issues, concerns and recommended improvements; <br /> iv. Attend City Council meetings and participate in visioning and goal- <br /> setting sessions; <br /> v. Present recommended improvements to the City Council and City <br /> Manager of public projects and programs; <br /> vi. Assist in planning youth/recreation activities; - <br /> vii. Evaluate and advise the City Council and/or City Manager of issues <br /> forwarded to the City Youth Council for advise. <br /> Subsection H. Quorum: Four members,present and accounted for, shall be the <br /> minimum number at any meeting of the Youth Council to conduct any type of business. <br /> SECTION 2. <br /> Subsection A. Establishment of City Youth Council Advisory Board <br /> The City Youth Council Advisory Board is hereby established, shall consist of five <br /> (5) individuals who will advise and mentor the members of the City Youth Council. <br /> Subsection B.
