The phrase "violation of this Code" does not include the failure of a city officer or city employee to perform an official duty unless the context requires otherwise. SECTION 3. Uniform Fine Schedule: City Council shall adopt, by Resolution, a uniform fine schedule, which shall be applicable to all violations of the code unless specifically excluded.
