OR BK 4517 PG 1304 �. <br /> 2 of 3 <br /> Council shall conform to regular city elections schedules, held annually on the second <br /> Tuesday in April. Of the five initial members elected to the first board, three shall serve for <br /> a term of two years, and two shall serve for a term of one year(seats,are to correspond to <br /> active City Council seats,with seats 1, 3 and 5 elected during odd numbered years, and seats <br /> 2 and 4 elected during even numbered years). The two high school alternates shall be <br /> appointed by the City Council of the City of Zephyrhills for a one year term annually: City <br /> Council members are invited to attend Youth Council meetings and along with-;city staff, <br /> coordinate activities. <br /> S'&-=:-.section C Selection of(Veers: The City Youth Council shall elect a chair to <br /> conduct meetings and a vice chair to conduct meetings in the absence of the chair. Election <br /> of officers shall be held at the first regular meeting after the general election ofmembers is <br /> held. <br /> Subsection D. Vacancies: Irregular vacancies on the Youth Council shall be filled <br /> by an alternate, with an alternate appointed to represent seats 1, 3 and 5 and one alternate <br /> to represent seats 2 and 4. Alternate member vacancies shall be appointed by City Council. <br /> Subsection E. Meetings.Records: The City Youth Council shall hold at least one <br /> regular meeting per quarter, with option to meet monthly as needed or desired. The office <br /> of the City Clerk shall keep public record of such meetings. All meetings shall be public <br /> under Florida Government-in-the Sunshine Laws. <br /> Subsection F. Absences from Meetings: Absences from three consecutive regular <br /> meetings of the City Youth Council shall cause a member to be removed from thea seat, <br /> unless such absence is excused by a majority vote of the Council with such excuse duly <br /> entered upon its minutes. <br /> Subsection G. Duties and Responsibilities: <br /> The City Youth Council shall have the duty and responsibility to: <br /> i. Evaluate and review problems facing youth in the City; <br /> ii. Facilitate neighborhood meetings with youth to discuss problems, needs, <br /> suggested improvements to the community; <br /> iii. Meet regularly with the Mayor and City Council members to share ideas and <br /> discuss issues, concerns and recommended improvements; <br /> iv. Attend City Council meetings and participate in visioning and goal-setting <br /> sessions; <br /> v. Present recommended improvements to the City Council and City Manager <br /> of public projects and programs; <br /> vi. Assist in planning youth/recreation activities; <br /> vii. Evaluate and advise the City Council and/or City Manager of issues <br /> forwarded to the City Youth Council for advise. <br /> SECTION 2. Severability: It is declared to be the intent of the City Council of the <br /> City of Zephyrhills, that if any section, subsection, sentence, clause or provision of this <br /> ordinance shall be declared invalid,the remainder of the ordinance shall be construed as not <br /> having contained said section, subsection, sentence, clause or provision, and shall not be <br /> affected by such holding. <br /> SECTION 3. Effective Date: This Ordinance shall become effective immediately <br /> upon its passage. <br />
