_7 <br /> 16 }i Iti <br /> B. Criteria. <br /> 1. In General: Issuance of a Certificate of Appropriateness, except for <br /> demolition of a designated property, shall be guided by the Secretary of the Interior's <br /> Standards for Rehabilitation and the local design guidelines on rehabilitation of historic <br /> properties. <br /> a. The Board shall approve the application and issue a Certificate if <br /> it finds that the proposal material change(s) in the appearance would <br /> not have a substantial adverse effect on the historic or architectural <br /> significance and value of the Historic Property or the Historic District. <br /> In making this determination, the Commission shall consider, in addition <br /> to any other pertinent factors, the historical and architectural value and <br /> significance, architectural style, general design arrangement, texture and <br /> material of the architectural features involves, and the relationship thereof <br /> to the exterior architectural style and historic features of the other <br /> structures in the immediate neighborhood. <br /> b. The Board shall deny a Certificate if it finds that the proposed <br /> material change(s) in appearance would have substantial adverse effects <br /> on the historic or architectural significance and value of the Hi St o r i c <br /> Property or the Historic District. <br /> c. The Board may make approval of a Certificate conditional upon <br /> complying to certain situations which may be listed in the Certificate. <br /> Such stipulations are to be used only to diminish the adverse impact of the <br /> changes in material appearances proposed in the application for a <br /> Certificate. <br /> 2. Local Design Guidelines: The Board shall develop and adopt <br /> design review guidelines. These guidelines shall serve as an informational and <br /> educational tool for owners of Historic Properties and properties in Historic Districts, <br /> and shall illustrate, in written and graphic form, the design review criteria, concepts and <br /> ideas by which new construction, alterations, additions, renovations and other <br /> modifications to Historic Properties and properties in Historic Districts will be evaluated. <br /> 3. Relocations: If an applicant wishes to move a Historic Property or <br /> resource in a Historic District, the Board shall consider: <br /> a. The contribution the resource makes to its present setting; <br /> b. Whether there are definite plans for the use of the site once <br /> vacated; <br /> c. Whether the resource can be moved without significant damage <br /> to its physical integrity; and <br /> d. The compatibility of the resource to its proposed site and <br /> adjacent properties. <br /> These considerations shall be in addition to the points contained in other <br /> sections of this Ordinance. <br /> 4. Demolitions: Decision by the Board approving or denying a Certificate <br /> of Appropriateness for the proposed demolition of a designated property shall be guided <br /> by the following factors: <br />
