OR BK 3B 4B PG 169.3' • 2 o f 4 1.03 ; :.It is further the intent of this Ordinance that the existing Zephyrhills Comprehensive Plan, Ordinance No.: 506 shall remain in full force and effect until repealed by a new Comprehensive Plan.. . 1.04- It is.further the intentof this Ordinance that these procedures apply to the formal adoption process of the comprehensive plan and amendments thereto, as mandated by Chapter 163, F.S., 1.05 It is further the intent of this Ordinance that the terms "citizen participation" and "public participation" are synonymous and apply to all affected persons, substantially affected persons and aggrieved or"adversely affected parties as defined in Section 163.3184(a), Section 163.3213(2)(a) and Section 163.3215(2), F.S. SECTION 2-Definitions: 2.01 Unless specifically noted otherwise or listed in this section, the definitions found in Chapter 163,Part II,Florida Statutes and Chapter 97-5 Florida Administrative Code, are hereby adopted by reference: : SECTION 3-Notice Procedures: 3.01 The City Clerk of the City of Zephyrhills will advertise twice in a newspaper of general circulation that a public hearing will be held to consider any Of the matters described in Section 1.04. The City Clerk of the City of Zephyrhills will conform to the applicable notice requirements for adoption of the comprehensive plan as described in Sections 163.3184 and 163.3187, F.S. .0� T`he first puliiication mall appears not-less ihan hearing, and the second publication shall appear at least five (5) days prior to the hearing. 3.03 In addition to the advertising requirements described above, a notice of the public hearing will be posted in a conspicuous place at the City Hall of the City of Zephyrhills at least-seven (7) days prior to the hearing. Reasonable notice shall be given of meetings or workshops"and same shall be posted in the same location. - SECTION 4-Local Planning Agency: • - 4.01 Prior to the City Council of the City of Zephyrhills approval, adoption and/or enactment as appropriate,' of any matter listed in Section 1.04, the Planning Commission of the City of Zephyrhills, which has been designated as the Local Planning Agency shall hold at least one public hearing in conformance with the notice requirements described in Section 3. The hearing maybe continued to an announced time upon a majority vote oftne memoerspresent:- - 4.02 The Local Planning Agency public hearing shall afford members of the public reasonable opportunity to present their views on any matter under consideration. The Chairperson may, at his/her discretion, rule out-of-order public comments he/she deems repetitious or not germane to the matter under discussion. 2
