<br /> WHEREAS, pursuant to the requirement of Chapter 163, Part II, Florida
<br /> Statutes, and Rule 9J-5, Florida Administrative Code, the City Council of the City
<br /> Zephyrhills adopted a Comprehensive Plan for the City of Zephyrhills on June 20, 1989
<br /> by Ordinance No.: 506; and
<br /> WHEREAS, Section 163.3191,Florida Statutes, and Section 9J-5.0053, Florida
<br /> Administrative Code, required the City of Zephyrhills to conduct an evaluation and
<br /> appraisal of the adopted Comprehensive Plan; and
<br /> WHEREAS, said evaluation and appraisal was intended to assess and evaluate
<br /> the success or failure of the Comprehensive Plan, including the validity of the projections,
<br /> the realization of the goals and objectives, and the implementation of the Plan's policies;
<br /> and
<br /> WHEREAS,following a public hearing on June 24, 1996,the City Council of the
<br /> City of Zephyrhills adopted the Evaluation and Appraisal Report (EAR); and
<br /> WHEREAS, Section 9J-5.0053(1),Florida Administrative Code, states that the
<br /> Evaluation and Appraisal Report shall be used to form the basis for Amendments which
<br /> update the Comprehensive Plan; and
