EXISTING LOCAL STREETS: Improvements to existing platted <br /> local streets may be funded from gas tax revenues, joint <br /> participation agreements with other governmental entities or <br /> assessment of abutting property owners . <br /> 4 . ASSESSMENT OF ABUTTING OWNERS FOR IMPROVEMENT TO LOCAL <br /> STREETS: If property owners are to be assessed for improvement to <br /> local streets, the City of Zephyrhills will pay one-third of costs <br /> and the remaining two-thirds will be pro-rated among owners of <br /> abutting land in proportion to the linear frontage on the street to <br /> be improved. <br /> 5. NOTICE: After determination of probable costs and before <br /> awarding a contract, all affected property owners will be advised <br /> by registered letter of their estimated share of costs and the <br /> date, time and place of a public hearing by City Council . At the <br /> conclusion of the public hearing, Council will determine by vote, <br /> whether to proceed with the subject roadway improvement. After <br /> roadway improvements are completed and all costs are known, each <br /> affected property owner will be sent a ' registered"letter"=advising <br /> them of the amount due to the City, the date due, and the <br /> alternative for installment payments if the assessment exceeds <br /> $1, 000 . 00 . <br /> 6. ASSESSMENTS IN EXCESS OF $1,000.00: Assessments exceeding <br /> $1, 000 . 00 may be paid in up to 12 quarterly installments with a <br /> minimum quarterly payment of $100. 00 and interest at the rate of <br /> yield from a three year U.S . Government Treasury Bill on the date <br /> of requesting installment payments of the assessment. <br /> 7 . RESURFACING: Resurfacing of existing pavement is <br /> determined to be a maintenance function and may be funded from any <br /> available source. There will be no mandatory assessment of <br /> property owners . Voluntary contributions may be accepted. <br /> 8 . ASSESSMENTS TO CONSTITUTE A LIEN: Any roadway improvement <br /> which results in an assessment of property owners, shall be ordered <br /> by Resolution passed by City Council. Said Resolution shall <br /> include the legal description of properties which shall be assessed RECORD J k„Ju PAGE 44 <br />
