<br /> SECTION XIII . Severability.
<br /> If any provision, section, part, sentence or phrase of this
<br /> Ordinance shall be held to be unconstitutional or invalid, all
<br /> other provisions, sections, parts, sentences or phrases of this
<br /> Ordinance not expressly so held to be unconstitutional or void
<br /> shall continue in full force and effect.
<br /> SECTION XIV. Repealer.
<br /> All Ordinances or parts of Ordinances in conflict herewith are
<br /> hereby repealed to the extent of such inconsistency. Ordinance
<br /> No. 531 is repealed in its entirety.
<br /> SECTION XV. Effective date.
<br /> This Ordinance shall become effective as provided by law.
