15 1111111 ORDINANCE NO. a/(r, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ZEPHYRHILLS, FLORIDA, PRESCRIBING THE PRO- CEDURE TO BE FOLLOWED BY THE CITY OF/ ZEPHYR- HILLS IN MAKING PURCHASES OF CERTAIN VALUE. AUTHORIZING THE CITY CLERK TO' MAKE PURCHASES HAVING VALUE LESS THAN FIVE HUNDRED ($500.00) DOLLARS. REQUIRING APPROVAL OF MAJORITY OF FINANCE COMMITTEE FOR PURCHASES BETWEEN FIVE HUNDRED ($500.00) DOLLARS AND ONE THOUSAND ($1 ,000.00) DOLLARS . REQUIRING PUBLICATION AND THE RECEIVING OF SEALED BIDS FOR PUR- CHASES IN- EXCESS OF ONE THOUSAND ($1 ,000.00) DOLLARS, UNLESS ALL FIVE (5) MEMBERS OF THE CITY COUNCIL APPROVE SAME . BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ZEPHYR- HILLS, FLORIDA, as follows : SECTION 1 . Approval of the majority of the Finance Com- mittee of the City Council must be secured before any purchase is made by the City of Zephyrhills of property of services having 'a value of between five hundred ($500.00) dollars and one thousand ($1 ,000.00) dollars. SECTION 2. Any purchase of property or services by the City of Zephyrhills having a value in excess of one thousand ($1 ,000.00) dollars, shall be made only after sealed bids are re- ceived by the City Council, and approved at a regular meeting of said City Council. SECTION 3. Notice of sealed bids referred to in Section 2, shall be published two (2) times, in the Zephyrhills Newspaper, prior to the date set for opening such sealed bids. Said notice shall contain all details concerning the property or services subject to bid, and setting for the time, date, and place of the meeting, wherein, said sealed bids will be opened. SECTION 4. That the City Council, in emergency situations, may waive the requirements of Section 2 and 3 above, in purchases of property or services in the amount of one thousand ($1 ,000.00) dollars upon City Clerk receiving written approval from all five (5) members of the City Council approving such waiver. SECTION 5. The City Clerk of the City of Zephyrhills is, hereby, authorized to make purchases on behalf of the City of Zephyrhills on property or services having a value less than five hundred ($500.00) dollars.
