SECTION 3 : That if the owners of said condemned prop- <br /> erty cannot be personally served as aforementioned and is <br /> served by registered mail as set forth in the foregoing section, <br /> the City Manager shall also cause to be published said Notice <br /> once a week for two (2) consecutive weeks in a local newspaper. <br /> 111 Should publication of said Notice be required, said newspaper <br /> shall be required to file proof of said publication with the <br /> office of the City Manager. <br /> SECTION 4: That should said owner refuse to comply <br /> with the Notice by making the necessary repairs or removing <br /> offending structure within the sixty (60) day period, then City <br /> shall either repair or remove said offending structure.
