ORDINANCE NO. 261 "612-� � I'�� <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ( �.i>;� <br /> ZEPHYRHILLS, FLORIDA, PROVIDING THAT CITY MANAGER <br /> SHALL BE APPOINTED SOLELY ON THE BASIS OF EXECUTIVE <br /> AND ADMINISTRATIVE QUALIFICATIONS; PROVIDING FOR <br /> THE PROCEDURE TO BE FOLLOWED FOR REMOVAL OF CITY <br /> MANAGER; PROVIDING THAT CITY MANAGER SHALL BE CHIEF <br /> ADMINISTRATIVE OFFICER OF THE CITY AND SETTING FORTH <br /> ,HIS AUTHORITY AND DUTIES; GRANTING CITY MANAGER THE <br /> AUTHORITY TO APPOINT OR SUSPEND ALL CITY EMPLOYEES <br /> AND APPOINTED ADMINISTRATIVE OFFICERS WITH CERTAIN <br /> EXCEPTIONS; PROVIDING THAT CITY MANAGER SHALL BE <br /> HEAD OF CERTAIN DEPARTMENTS OF THE CITY.AND BE <br /> RESPONSIBLE FOR THE ACTIVITIES OF SAID DEPARTMENTS; <br /> PROVIDING THAT CITY MANAGER SHALL MANAGE AND CONTROL <br /> ALL CITY OWNED PUBLIC UTILITIES; AND PROVIDING FOR <br /> A REFERENDUM. <br /> WHEREAS, the Legislature of the State of Florida has <br /> enacted legislation requiring the change in the Municipal <br /> Charter of the City of Zephyrhills, as the same pertains to <br /> elections, and <br /> WHEREAS, it is required that an Ordinance be adopted <br /> incorporating said amendments to the City Charter, and <br /> WHEREAS, pursuant to Florida Statutes all such amendments <br /> are subject to referendum by City Electors, and <br /> WHEREAS, regular City Elections are set for April 6, <br /> 1976,, and if said suggested amendments can be included on the <br /> ballot of the April 6, 1976, election the expense of a special <br /> election can be avoided. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF <br /> THE CITY OF ZEPHYRHILLS, FLORIDA, as follows :.. <br /> SECTION 1 : That the Zephyrhills City Charter be and <br /> the same is, hereby, now amended by adding the following <br /> sections : <br /> (1 ) SECTION 21 . 13 : That the City Council shall fix . <br /> compensation for city manager. The manager <br /> shall be appointed solely on the basis of his <br /> executive and administrative qualifications. <br /> • He need not be a resident of the city or the <br /> state at the time of his appointment, butmay <br /> reside outside the city while in office only <br /> with the approval of the council. <br />
