OR BK 10021 PG 284 Page 9 of 13 <br /> (k) Extra pick-ups that are requested by the users of a dumpster will occur the same <br /> day if the department is notified by phone before 10:30 a.m.and the work order is signed,by fax <br /> or in person. If the request is received and the work order signed after 10:30 a.m.,the pickup will <br /> occur the next business day.The extra trip rate is as noted in Section 21(b)(7). <br /> (1) It is the responsibility of the establishment to ensure the dumpsters are not blocked <br /> on the scheduled collection day. Dumpsters that are inaccessible due to obstructive parking or <br /> other reasons beyond the control of the department may require a chargeable extra pick-up before <br /> the next scheduled collection day. <br /> (m) All gate's enclosures must be unlocked and gates to enclosures opened not later <br /> than 7 a.m.on the service day.Drivers are not permitted to close gates or push dumpsters. <br /> (n) Special service items,such as furniture and yard trash in excess of four(4)feet in <br /> length or six(6)inches in diameter,shall not be placed in dumpsters. <br /> (o) Every customer receiving dumpster service shall assume all risk and shall <br /> indemnify, defend,and save harmless the City of Zephyrhills from and against all loss,damage, <br /> cost or expense for enclosure. <br /> 50.15. JURISDICTION OVER VIOLATIONS;CORRECTIVE ACTION. <br /> (a) Employees authorized by the City Manager as code enforcement officers are hereby <br /> designated as the investigating and enforcing authority pursuant to this article. The code <br /> enforcement officers are authorized and directed to receive all complaints,make inspections to <br /> determine if a violation of this article exists, gather all relevant information concerning such <br /> complaints, conduct field investigations and inspections of real property, and enter upon real <br /> property,with or without a warrant as required by law,in the conduct of official business pursuant <br /> to this article. <br /> (b) It shall be unlawful for any person to interfere,harass,or otherwise impede a City enforcement officer or solid waste employee who is carrying out or acting within the scope <br /> of his/her duties. A law enforcement official shall have the authority to arrest an individual in <br /> violation of this section. <br /> 50.16 THROUGH 50.20 RESERVED. <br /> 50.21. RATES AND CHARGES ESTABLISHED. <br /> The department is operated as an Enterprise Fund. There are hereby fixed and prescribed <br /> monthly rates and charges (herein sometimes called the service charges) for the service and <br /> facilities furnished and to be furnished by the department for collection and disposal of solid waste <br /> to be paid by the owner,tenant,or occupant of each premise or parcel of land which shall use or <br /> be served by such services and facilities,which rates and charges shall be payable monthly for <br /> services rendered as follows: <br /> (a) Residential dwellings. <br /> (1) Effective October 1,2019 through September 30,2020,for residential units <br /> where the solid waste is collected curbside in individual container ;the rate shall be Eleven Dollars <br /> and Eighty Nine Cents($11.89)per month for each residential unit. Beginning October 1,2019 <br /> and each year thereafter,the rate shall be adjusted pursuant to Section 21(d). <br /> (2) Beginning October 1, 2007, for residential units where the solid waste is <br /> collected curbside in individual containers,a Fifteen Dollar($15.00)Turn-on Fee shall be charged <br /> when service is initiated and a Fifteen Dollar($15.00)Turn-off Fee shall be charged when service <br /> is stopped. <br /> (3) Effective October 1, 2018 through September 30, 2019, for master meter <br /> customers,the rate shall be Eight Dollars and Twenty three Cents($8.23)per month per residential <br /> unit. Beginning October 1,2008 and each year thereafter, the rate shall be adjusted pursuant to <br /> Section 11-21(d). <br /> -9- <br />
