Exhibit 3 <br /> natural resources; <br /> h. protect the potable well fields by designating appropriate activities and land <br /> uses within well-head protection areas and environmentally sensitive land; <br /> i. provision of mixed land use designations, such as recreation and <br /> neighborhood commercial in residential areas; and <br /> j. discourage the proliferation of urban sprawl. <br /> POLICY Develop incentives for the types of development referred to in Goal LU-1. By <br /> LU-1-1-2 December 2011, the City shall review its Land Development Code to determine <br /> if the application of incentives can be expanded to achieve objectives <br /> established in this plan. The City will coordinate with Pasco County to enhance <br /> consistency and avoid conflicts between the two codes. <br /> RESIDENTIAL DEVELOPMENT <br /> OBJECTIVE The integrity and quality of life will continue to be maintained in existing and <br /> LU-1-2: future residential neighborhoods. <br /> POLICY Residential development shall be consistent with the following residential <br /> LU-1-2-1: density categories: <br /> a. Residential Estate—0 to 2.0 units/gross acre; <br /> b. Residential Suburban —2.5 to 7.5 units/gross acre; <br /> c. Residential Urban — 14.0 to 449 20.0 units/gross acre; <br /> d. Mobile Home/RV Residential — 5.0 to 18 units/gross acre; <br /> e. Mixed Use —0 to 15 units/gross acre. <br /> POLICY Existing residential areas shall be protected from incompatible activities. Other <br /> LU-1-2-2: land uses shall also be protected from the encroachment of incompatible <br /> residential activities. <br /> POLICY The location and extent of residential land uses shall be in accordance with the <br /> LU-1-2-3: Future Land Use Map and the descriptions of types, sizes, and densities of land <br /> uses contained in this element. <br /> POLICY Land development shall take place in a manner that is compatible with the type <br /> LU-1-2-4: and scale of surrounding land uses. <br /> REDEVELOPMENT <br /> OBJECTIVE Promote redevelopment and renewal of the Downtown Urban Center and <br /> LU-1-3: blighted areas and eliminate or reduce uses inconsistent with the City's <br /> character and future land uses. <br /> POLICY The City will continue to implement the community redevelopment plan for <br /> LU-1-3-1: downtown and apply for CDBG and other grants to assist in funding <br /> redevelopment opportunities. <br /> POLICY Enhance the livability and character of Urban Centers and adjacent <br /> LU-1-3-2: neighborhoods through the encouragement of an attractive and functional mix of <br /> CITY OF ZEPHYRHILLS COMPREHENSIVE PLAN <br /> LU-41 <br /> 9/27/10 <br />
