Thanks,
Shane LeBlanc,
Public Works Director
City of Zephyrhills
0: 813.780.0022 x 3561
From:Shane LeBlanc
Sent: Friday, November 22,20191:22 PM
To: 'candler@scheidercorp.com'<candler@scheidercorp.com>
Cc:Todd Vandeberg(tvandeberg@ci.zephyrhills.fl.us)<tvandeberg@ci.zephyrhills.fl.us>; Gail Hamilton
<GHamilton@ci.zephvrhills.fl.us>; bburgess@ci.zephvrhills.fl.us;William Poe<WPoe@ci.zephyrhills.fl.us>; Matthew E.
Maggard<MMaegard@ci.zephyrhills.fl.us>
Subject: market square right of way use permit
Curt,
While reviewing your right of way permit for Market Square (attached), I'm concerned that NRWR-153
may be a clear site concern for the private drive and NRWR-152 being a clear site concern for Market
Square (public street).
These poles are huge and hard to see around. We want to get it right prior to installation.
I've attached the City's clear site triangle code below.
I'm requesting this code be reviewed and a letter from a professional engineer indicating being
compliant or deficient per the City code (attached).
The permit will be in a hold pattern, until this issue has been resolved.
Q§ 7.03.03.04 CLEAR SITE TRIANGLE.
(A) In order to provide a clear view of intersecting streets to the motorist, there shall be a triangular
area of clear visibility formed by two intersecting streets or the SUMMETalrelal of a driveway and a street.
Nothing in excess of three and one-half feet in height including, but not limited to, fences, buildings,
walls and vegetation, shall be erected, placed, parked, planted or allowed to grow in such a manner
as to materially im ede vision within the clear site triangle area. The following standards shall be met:
(1) On the - • of local streets with speed limits not exceeding 30 mph with stop sign
control on all a proaches, the clear site triangle shall be determined as beginning at
the - • of street rights-of-way (edge of pavement), projected where rounded, then in each
direction along adjoining pro ert for a distance of 15 feet and then in a straight line across the
property. For approaches at - • without stop sign control on all approaches, the minimum
required site distance is 200 feet; and
(2) On the I - - I @ of streets with speed limits exceeding 30 mph, the site distance
requirement established in the Florida Department of Transportation's (FDOT) Manual of Minimum
Standards for Design, Construction and Maintenance for Streets and Highways (2002), as amended.
4
