2 WATER DEMAND <br />2.1 ZEPHYRHILLS UTILITY SERVICE AREA <br />Figure 1 shows the City's USA. The USA covers approximately 19.7 square miles and <br />encompasses most of the City's incorporated area and parts of unincorporated Pasco <br />County. Pasco County Utilities serves the portion of the City's incorporated area outside the <br />USA. <br />2.2 USA HISTORICAL WATER DEMAND -ZEPHYRHILLS USA <br />In 2020, the City renewed Water Use Permit (WUP) Number 6040. The WUP allows an <br />annual average withdrawal of 3.3084 million gallons per day (MGD) and a peak month <br />withdrawal of 3.6723 MGD. The WUP quantities were based on a per-capita rate of <br />87 gallons per capita daily (gpcd) and a peak factor of 1.11. The calculated per-capita rate <br />of 87 gpcd is based on 2014 through 2018 water use and is less than the per-capita rate of <br />103 gpcd used in the previous WUP. <br />Table 1 presents the historical water demands from the City's Public Supply Annual Reports <br />(PSARs). The recent 2021 average annual daily demand (AADD) was 2.383 MGD. The RWSP's 2020 projected population of 29,746 is 1,162 persons more <br />than the City's reported existing served population. The USA service population is expected <br />to reach 36,534 persons by 2040. The increase (6,788 persons) is expected over the 20- <br />year planning period (2020 through 2040) through infill/redevelopment, rehabilitation of <br />vacant dwellings, and extension/connection of City utilities to presently unserved properties <br />(i.e., well users and new dwelling units). <br />26110-046-01 <br />February 2023 <br />2-1 <br />Water Demand
