WHEREAS, the City of Zephyrhills ("City") has, by ordinance, established the Mayor's Youth Council to advise the City Council, amongst other things, on matters effecting youth within the City, to increase youth participation in local government, to promote civic education, and to prepare young people to be future civic leaders; and WHEREAS, the City Council desires to amend the qualifications for individuals appointed to serve on the Mayor's Youth Council; and WHEREAS, the City Council has conducted duly noticed public hearings as required by law, at which hearings all parties in interest and citizens were afforded notice and the opportunity to be heard; and WHEREAS, the City Council desires to amend the qualifications and terms of service for individuals appointed to serve on the Mayor's Youth Council. NOW, THEREFORE, BE BY OF HOMESTEAD, FLORIDA, AS FOLLOWS: 1 1 Section 1. Recitals. The Whereas Clauses, above are true and accurate and are incorporated by reference and made a part of this Ordinance. Section 2. Authority. That this Ordinance is enacted pursuant to Chapter 166, Florida Statutes, and under the home rule powers of the City. Section 3. Amendment to Code of Ordinances. That Section 30.140 of the City of Zephyrhills, Code of Ordinances is hereby modified as set forth herein below: Sec. 30.140. — Creation. There is hereby created a Board to be known as the Mayor's Youth Council, which shall consist of seven members. The members will be Zephyrhills area residents who are actively enrolled in a public, charter, or private high school or middle school, or home schooled in grades six through 12. The members shall be appointed by the City Council and each member appointed shall serve a term of two years, except that of the seven members first appointed, three shall serve for a term of oven months three Years, four shall serve for a term of n..o year- and- ve months two years, ending at the conclusion of the current school year that their term expires. The terms of members of the Mayor's Youth Council will remain staggered and will expire and be appointed in Ame Ate. If the Mayor's Youth Council fails to operate as a Council for more than Six (6) months, the Mayor can call for the appointment of all new members at any time and the new member's terms will be reduced by the time served from the date of appointment to the following August. The Mayor will attend meetings along with city staff, and shall coordinate the youth council activities.
