<br />LIMITED TO SILT FENCE BARRIERS, HAY BALES AND WATERING OR OTHER METHODS NECESSARY WILL BE
<br />IMPLEMENTED TO CONTROL FUGITIVE DUST. SEDIMENT BASINS - THE STORM WATER MANAGEMENT AREAS
<br />(RETENTION AREAS) WILL SERVE AS SEDIMENT BASINS DURING THE CONSTRUCTION PERIOD. AT THE
<br />CONTRACTOR' DISCRETION, THE SEDIMENT BASINS WILL BE CONSTRUCTED TO THE DESIGN CROSS-SECTION

<br />STORMWATER MANAGEMENT
<br />STORM WATER DRAINAGE WILL BE PROVIDED BY A CURB, STORM WATER AND CATCH BASIN SYSTEM FOR
<br />THE DEVELOPED AREAS. GRADED AREAS NOT RECEIVING PERMANENT COVERAGE, SUCH AS ASPHALT,
<br />CONCRETE, OR A BUILDING/BUILDING PAD, SHALL BE GRADED AS SPECIFIED ON THE PLANS AND HAVE

<br />OTHER SPECIFIED CONTROLS:
<br />ORDERLY CONSTRUCTION SITE:
<br />AN ORDERLY CONSTRUCTION SITE IS ONE OF THE FIRST STEPS TOWARDS PREVENTING STORM WATER
<br />CONTAMINATION. A CLEAN AND ORDERLY CONSTRUCTION SITE REDUCES THE POSSIBILITY OF ACCIDENTAL
<br />SPILLS, IMPROVES RESPONSE TIME IF THERE IS A SPILL AND REDUCES SAFETY HAZARDS AS WELL. THE
<br />FOLLOWING BASIC CONCEPTS SHALL BE IMPLEMENTED:
<br />(1) NEAT AND ORDERLY STORAGE OF ANY CHEMICALS, PESTICIDES, FERTILIZERS, FUELS, ETC., THAT

<br />(3) PROMPT CLEANUP OF ANY SPILLS THAT HAVE OCCURRED OF LIQUID OR DRY MATERIALS
<br />(4) PROMPT CLEANUP OF ANY SEDIMENTATION THAT HAS OCCURRED ONTO NEARBY ROADWAYS WASTE
<br />DISPOSAL:
<br />PROPER MANAGEMENT AND DISPOSAL OF BUILDING MATERIALS AND OTHER CONSTRUCTION SITE WASTES
<br />SHALL INCLUDE:
<br />(1) SELECT A DESIGNATED WASTE COLLECTION AREA ONSITE
<br />(2) PROVIDE AN ADEQUATE NUMBER OF CONTAINERS WITH LIDS OR COVERS THAT CAN BE PLACED
<br />OVER THE CONTAINER PRIOR TO A RAINFALL EVENT
<br />(3) WHEN POSSIBLE, LOCATE CONTAINERS IN A COVERED AREA

<br />DISPOSAL PRACTICES OF HAZARDOUS MATERIALS SHALL INCLUDE:
<br />(1) CHECK WITH LOCAL WASTE MANAGEMENT AUTHORITIES TO DETERMINE WHAT THE REQUIREMENTS
<br />ARE FOR DISPOSING OF HAZARDOUS MATERIALS
<br />(2) USE ALL OF THE PRODUCT BEFORE DISPOSING OF THE CONTAINER
<br />(3) DO NOT REMOVE THE ORIGINAL PRODUCT LABEL FROM THE CONTAINER

<br />SUBSTANCES. THOUGH NOT ANTICIPATED BASED ON INFORMATION PROVIDED BY THE OWNER, SHOULD
<br />CONTAMINATED SOILS BE ENCOUNTERED ONSITE DURING EARTH MOVING ACTIVITIES OR DURING THE CLEANUP
<br />OF A SPILL OR LEAK OF A HAZARDOUS PRODUCT. CONTACT THE STATE AND LOCAL SOLID WASTE
<br />REGULATORY AGENCY CONCERNING INFORMATION AND PROCEDURES NECESSARY TO TREAT OR DISPOSE OF
<br />CONTAMINATED SOILS.
<br />CONCRETE TRUCKS:
<br />EMPTYING OR WASH OUT OF EXCESS CONCRETE MAY BE ALLOWED ONSITE. EXCESS CONCRETE AND WASH
<br />WATER SHOULD BE DISPOSED OF IN A MANNER THAT PREVENTS CONTACT BETWEEN THESE MATERIALS AND
<br />STORM WATER WHICH WILL BE DISCHARGED FROM THE SITE. PROPER MANAGEMENT AND DISPOSAL
<br />PRACTICES OF CONCRETE TRUCK WASH OUT SHALL INCLUDE:
<br />(1) DIKES SHALL BE CONSTRUCTED AROUND THE AREA TO CONTAIN THESE MATERIALS UNTIL THEY
<br />HARDEN, AT WHICH TIME THEY MAY BE PROPERLY DISPOSED OF.
<br />SANITARY / SEPTIC DISPOSAL

<br />ALL SANITARY WASTE SHALL BE COLLECTED FROM PORTABLE UNITS BY A LICENSED SANITARY WASTE

<br />OF SEDIMENTS. THE PAVED STREETS SHALL BE CLEANED AS NEEDED TO REMOVE ANY EXCESS MUD, DIRT
<br />OR ROCK TRACKED FROM THE SITE. DUMP TRUCKS HAULING MATERIAL FROM THE SITE SHALL BE COVERED
<br />WITH A TARPAULIN AT ALL TIMES.
<br />TIMING OF CONTROL MEASURES:
<br />AS INDICATED IN THE "ESTIMATED CONSTRUCTION SCHEDULE", TREE SAVE FENCING, SILT FENCE SEDIMENT
<br />BARRIERS, STABILIZED CONSTRUCTION ENTRANCES AND SEDIMENT BASINS SHALL BE CONSTRUCTED PRIOR TO
<br />CLEARING OR GRADING OF ANY OTHER PORTIONS OF THE SITE. AREAS WHERE CONSTRUCTION ACTIVITY
<br />TEMPORARILY CEASES FOR MORE THAN 21 DAYS SHALL BE STABILIZED WITH A TEMPORARY GRASS AND
<br />MULCH WITHIN 14 DAYS OF THE LAST DISTURBANCE. ONCE CONSTRUCTION ACTIVITY CEASES PERMANENTLY
<br />THAT AREA SHALL BE STABILIZED WITH PERMANENT SOD. AFTER THE ENTIRE SITE IS STABILIZED, THE
<br />ACCUMULATED SEDIMENT SHALL BE REMOVED FROM THE TRAPS AND THE SILT FENCE SEDIMENT BARRIERS

<br />MAINTENANCE & INSPECTION PROCEDURES:
<br />THESE ARE THE INSPECTION AND MAINTENANCE PRACTICES THAT SHALL BE USED TO MAINTAIN EROSION
<br />AND SEDIMENT CONTROL:
<br />1. ALL CONTROL MEASURES SHALL BE INSPECTED AT LEAST ONCE EACH WEEK AND FOLLOWING ANY STORM
<br />EVENT OF 0.5-INCHES OR GREATER BY A CONTRACTORS REPRESENTATIVE.
<br />2. ALL MEASURES SHALL BE MAINTAINED IN GOOD WORKING ORDER; IF A REPAIR IS NECESSARY, IT SHALL
<br />BE INITIATED WITHIN 24 HOURS OF REPORT.
<br />3. BUILT UP SEDIMENT SHALL BE REMOVED FROM SILT FENCE WHEN IT HAS REACHED ONE-THIRD THE
<br />HEIGHT OF THE SILT FENCE.
<br />4. SILT FENCE SHALL BE INSPECTED REGULARLY FOR DEPTH OF SEDIMENT AND TEARS TO SEE IF THE
<br />FABRIC IS SECURELY ATTACHED TO THE FENCE POSTS AND TO SEE THAT THE FENCE POSTS ARE
<br />FIRMLY IN THE GROUND.
<br />5. THE SEDIMENT BASINS SHALL BE INSPECTED DEPTH OF SEDIMENT AND BUILD UP OF SEDIMENT SHALL
<br />BE REMOVED WHEN IT REACHES 10% OF THE DESIGN CAPACITY OR AT THE END OF THE JOB.
<br />6. TEMPORARY AND PERMANENT GRASSING, MULCHING, AND/OR SODDING SHALL BE INSPECTED FOR BARE
<br />SPOTS, WASHOUTS AND HEALTHY GROWTH.
<br />A MAINTENANCE INSPECTION REPORT SHALL BE MAD AFTER EACH INSPECTION BY THE CONTRACTOR

<br />IT IS EXPECTED THAT THE FOLLOWING NON-STORMWATER DISCHARGES WILL OCCUR FROM THE SITE DURING
<br />THE CONSTRUCTION PERIOD:

<br />PRODUCT SPECIFIC PRACTICES:
<br />THE FOLLOWING PRODUCT SPECIFIC PRACTICES WILL BE FOLLOWED ONSITE:
<br />PATROLEUM BASED PRODUCTS - CONTAINERS FOR PRODUCTS SUCH AS FUELS, LUBRICANTS, AND TARS
<br />WILL BE INSPECTED DAILY FOR LEAKS AND SPILLS. THIS INCLUDES ONSITE VEHICLES AND MACHINERY DAILY
<br />INSPECTIONS AND REGULAR PREVENTATIVE MAINTENANCE OF SUCH EQUIPMENT. EQUIPMENT MAINTENANCE
<br />AREAS WILL BE LOCATED AWAY FROM STATE WATERS, NATURAL DRAINS, AND STORMWATER DRAINAGE
<br />INLETS. IN ADDITION, TEMPORARY FUELING TANKS SHALL HAVE A SECONDARY CONTAINMENT LINER TO
<br />PREVENT/MINIMIZE SITE CONTAMINATION. DISCHARGE OF OILS, FUELS, AND LUBRICANTS IS PROHIBITED.
<br />PROPER DISPOSAL METHODS WILL INCLUDE COLLECTION IN A SUITABLE CONTAINER AND DISPOSAL AS
<br />REQUIRED BY LOCAL AND STATE REGULATIONS.
<br />PAINTS/FINISHES/SOLVENTS - ALL PRODUCTS WILL BE STORED IN TIGHTLY SEALED ORIGINAL CONTAINERS
<br />WHEN NOT IN USE. EXCESS PRODUCT WILL NOT BE DISCHARGED TO THE STORMWATER COLLECTION SYSTEM.
<br />EXVESS PRODUCT, MATERIALS USED WITH THESE PRODUCTS, AND PRODUCT CONTAINERS WILL BE DISPOSED
<br />OF ACCORDING TO MANUFACTURER'S SPECIFICATIONS AND RECOMMENDATIONS.
<br />FERTILIZER/HERBICIDES - THESE PRODUCTS WILL BE APPLIED AT RATES THAT DO NOT EXCEED THE
<br />MANUFACTURER'S SPECIFICATIONS OR ABOVE THE GUIDELINES SET FORTH IN THE CROP ESTABLISHMENT OR
<br />IN THE FLORIDA MANUAL FOR EROSION AND SEDIMENT CONTROL. ANY STORAGE OF THESE MATERIALS WILL
<br />BE UNDER ROOF IN SEALED CONTAINERS.
<br />BUILDING MATERIALS - NO BUILDING OR CONSTRUCTION MATERIALS WILL BE BURIES OR DISPOSED OF
<br />ONSITE. ALL SUCH MATERIAL(S) SHALL BE DISPOSED OF IN PROPER WASTE DISPOSAL PROCEDURES.
<br />CONCRETE TRUCKS - NO CONCRETE TRUCKS WILL BE ALLOWED TO WASH OUT OR DISCHARGE SURPLUS
<br />CONCRETE OR DRUM WASH WATER ONSITE.
<br />SPILL CONTROL PRACTICES:
<br />IN ADDITION TO THE GOOD HOUSEKEEPING AND MATERIAL MANAGEMENT PRACTICES DISCUSSED IN THE
<br />PREVIOUS SECTIONS OF THIS PLAN, THE FOLLOWING PRACTICES WILL BE FOLLOWED FOR SPILL PREVENTION
<br />AND CLEANUP;
<br />- MANUFACTURER'S RECOMMENDED METHODS FOR SPILL CLEANUP WILL BE AVAILABLE ON THE JOB SITE
<br />AND PERSONNEL WILL BE MADE AWARE OF THE PROCEDURES, LOCATION OF INFORMATION, AND CLEANUP
<br />SUPPLIES.
<br />- MATERIALS AND EQUIPMENT NECESSARY FOR SPILL CLEANUP WILL BE KEPT IN THE STORAGE TRAILER OF
<br />THE SUPERINTENDENT. THE MATERIALS AND EQUIPMENT WILL INCLUDE BUT NOT BE LIMITED TO BROOMS,
<br />DUST PANS, MOPS, RAGS, GLOVES, GOGGLES, FLOOR ABSORBENT, SAND, SAWDUST, AND PLASTIC OR
<br />METAL TRASH CONTAINERS SPECIFICALLY FOR THIS PURPOSE.
<br />- ALL SPILLS WILL BE CLEANED UP IMMEDIATELY
<br />- THE SPILL AREA WILL BE KEPT WELL VENTILATED AND PERSONNEL WILL WEAR APPROPRIATE PROTECTIVE
<br />CLOTHING TO PREVENT INJURY FOR CONTACT WITH HAZARDOUS SUBSTANCE.
<br />- SPILLS OF TOXIC OR HAZARDOUS MATERIAL WILL BE REPORTED TO THE APPROPRIATE STATE AND LOCAL
<br />GOVERNMENT AGENCY, REGARDLESS OF THE SIZE.
<br />- THE SPILL PREVENTION PLAN WILL BE ADJUSTED BY THE CONTRACTOR TO INCLUDE MEASURES TO
<br />PREVENT THIS TYPE OF SPILL FROM REOCCURRING AND HOW TO CLEAN UP THE SPILL IF THERE IS
<br />ANOTHER ONE. A DESCRIPTION OF THE SPILL, WHAT CAUSED IT, AND THE CLEANUP MEASURES WILL
<br />ALSO BE INCLUDED.
<br />- THE JOB SITE SUPERINTENDENT RESPONSIBLE FOR DAY-TO-DAY SITE OPERATIONS, WILL BE THE SPILL
<br />PREVENTION AND CLEANUP COORDINATOR. HE WILL HAVE OTHER CONTRACTORS ON -SITE WHO WILL HELP
<br />WITH THE PREVENTION AND CLEANUP. THE PERSONNEL NAMES WILL BE POSTED IN THE OFFICE JOB
<br />TRAILER ONSITE.
<br />NOTES:
<br />1. NO SOLID MATERIALS, INCLUDING BUILDING MATERIALS, SHALL BE DISCHARGED TO WATER OF THE STATE.
<br />2. OFF -SITE VEHICLE TRACKING OF DIRT, SOILS AND SEDIMENTS AND THE GENERATION OF DUST SHALL BE
<br />MINIMIZED OR ELIMINATED TO THE MAXIMUM EXTENT PRACTICAL.
<br />- LOCAL, STATE AND MANUFACTURER'S RECOMMENDED METHODS FOR SPILL CLEANUP WILL BE CLEARLY
<br />POSTED AND PROCEDURES WILL BE MADE AVAILABLE TO SITE PERSONNEL.
<br />- MATERIALS AND EQUIPMENT NECESSARY FOR SPILL CLEANUP WILL BE KEPT IN THE MATERIALS STORAGE
<br />AREAS. TYPICAL MATERIALS AND EQUIPMENT INCLUDES, BUT IS NOT LIMITED TO: BROOMS, MOPS, RAGS,
<br />GLOVES, GOGGLES, CLAY CAT LITTER, SAND, SAWDUST AND PROPERLY LABELED PLASTIC AND METAL
<br />WASTE CONTAINERS.
<br />- SPILL PREVENTION PRACTICES AND PROCEDURES WILL BE REVIEWED AFTER A SPILL AND ADJUSTED AS
<br />NECESSARY TO PREVENT FUTURE SPILLS.
<br />- ALL SPILLS WILL BE CLEANED UP IMMEDIATELY UPON DISCOVERY. ALL SPILLS WILL BE REPORTED AS
<br />REQUIRED BY LOCAL, STATE AND FEDERAL REGULATIONS.
<br />- FOR SPILLS THAT IMPACT SURFACE WATER (LEAVE A SHEEN ON SURFACE WATER), THE NATIONAL
<br />RESPONSE CENTER (NRC) WILL BE CONTACTED WITHIN 24 HOURS AT 1-800-426-2675.
<br />- FOR SPILLS OF AN UNKNOWN AMOUNT, THE NATIONAL CENTER (NRC) WILL BE CONTACTED WITHIN 24
<br />HOURS AT 1-800-426-2675.
<br />- FOR SPILLS GREATER THAN 25 GALLONS AND NO SURFACE WATER IMPACTS, THE FLORIDA DEP SHALL
<br />BE CONTACTED WITHIN 24 HOURS.
<br />- FOR SPILLS LESS THAN 25 GALLONS AND NO SURFACE WATER IMPACTS, THE SPILL WILL BE CLEANED
<br />UP AND LOCAL AGENCIES WILL BE CONTACTED AS REQUIRED.
<br />SANITARY WASTES:
<br />1. A MINIMUM OF ONE PORTABLE SANITARY UNIT WILL BE PROVIDED FOR EVERY TEN (10) WORKERS ON THE
<br />SITE. ALL SANITARY WASTE WILL BE COLLECTED FROM THE PORTABLE UNITS A MINIMUM OF ONE TIME A
<br />WEEK BY A LICENSED PORTABLE FACILITY PROVIDER IN COMPLETE COMPLIANCE WITH LOCAL AND STATE
<br />REGULATIONS.
<br />2 ALL SANITARY WASTE UNITS WILL BE LOCATED IN AN AREA WHERE THE LIKELIHOOD OF THE UNIT
<br />CONTRIBUTING TO STORM WATER DISCHARGE IS NEGLIGIBLE. ADDITIONAL CONTAINMENT BMP'S MUST BE
<br />IMPLEMENTED, SUCH AS GRAVEL BAGS OR SPECIALLY DESIGNED PLASTIC SKID CONTAINERS AROUND THE
<br />BASE, TO PREVENT WASTES FROM CONTRIBUTING TO STORM WATER DISCHARGES. THE LOCATION OF
<br />SANITARY WASTE UNITS MUST BE IDENTIFIED ON THE EROSION AND SEDIMENT CONTROL PLAN,
<br />INTERMEDIATE PHASE, SHEET BY THE CONTRACTOR ONCE THE LOCATIONS HAVE BEEN DETERMINED.
<br />3. PRIMARY PERMITTEE (OPERATOR/CONTRACTOR) SHALL ENSURE AND DEMONSTRATE THAT THEIR ESPCP IS
<br />IN COMPLIANCE WITH APPLICABLE STATE AND LOCAL WASTE DISPOSAL, SANITARY SEWER OR SEPTIC
<br />SYSTEM REGULATIONS.
<br />WASTE MATERIALS:
<br />1. ALL WASTE MATERIALS WILL BE COLLECTED AND STORED IN A SECURELY LIDDED METAL DUMPSTER. THE
<br />DUMPSTER SHALL MEET ALL SOLID WASTE MANAGEMENT REGULATIONS. ALL TRASH AND CONSTRUCTION
<br />DEBRIS FROM THE SITE WILL BE DEPOSITED IN THE DUMPSTER. THE DUMPSTER WILL BE EMPTIED A
<br />MINIMUM OF ONCE PER WEEK OR MORE OFTEN IF NECESSARY AND TRASH WILL BE HAULED AS REQUIRED
<br />BY LOCAL REGULATIONS. NO CONSTRUCTION WASTE WILL BE BURIED ONSITE.
<br />2. ALL PERSONNEL WILL BE INSTRUCTED ON PROPER PROCEDURES FOR WASTE DISPOSAL. A NOTICE
<br />STATING THESE PRACTICES WILL BE POSTED AT THE JOBSITE AND THE CONTRACTOR SHALL BE
<br />RESPONSIBLE FOR SEEING THAT THESE PROCEDURES ARE FOLLOWED.
<br />3. NO WASTE WILL BE DISPOSED OF INTO STORM WATER INLETS OR WATERS OF THE STATE.
<br />HAZARDOUS MATERIALS:
<br />1. ALL HAZARDOUS WASTE MATERIALS SHALL BE DISPOSED OF IN THE MANNER SPECIFIED BY LOCAL,
<br />STATE, AND/OR FEDERAL REGULATIONS AND BY THE MANUFACTURER OF SUCH PRODUCTS. THE JOB SITE
<br />SUPERINTENDENT, WHO WILL ALSO BE RESPONSIBLE FOR SEEING THAT THESE PRACTICES ARE FOLLOWED,
<br />SHALL INSTRUCT SITE PERSONNEL IN THESE PRACTICES MATERIAL SAFETY DATA SHEETS (MSDS'S) FOR
<br />EACH SUBSTANCE WITH HAZARDOUS PROPERTIES THAT IS USED ON THE JOB SITE WILL BE OBTAINED
<br />AND USED FOR THE PROPER MANAGEMENT OF POTENTIAL WASTES THAT MAY RESULT FROM THESE
<br />PRODUCTS. AN MSDS WILL BE POSTED IN THE IMMEDIATE AREA WHERE SUCH PRODUCT IS STORED
<br />AND/OR USED AND ANOTHER COPY OF EACH MSDS WILL BE MAINTAINED IN THE SWPPP FILE AT THE
<br />JOB SITE CONSTRUCTION TRAILER OFFICE. EACH EMPLOYEE WHO MUST HANDLE A SUBSTANCE WITH
<br />HAZARDOUS PROPERTIES WILL BE INSTRUCTED ON THE USE OF THE MSDS SHEETS AND THE SPECIFIC
<br />INFORMATION IN THE APPLICABLE MSDS FOR THE PRODUCT HE/SHE IS USING, PARTICULARLY REGARDING
<br />SPILL CONTROL TECHNIQUES.
<br />2. THE CONTRACTOR WILL IMPLEMENT THE SPILL PREVENTION CONTROL AND COUNTERMEASURES (SPCC)
<br />PLAN FOUND WITHIN THE SWPPP AND WILL TRAIN ALL PERSONNEL IN THE PROPER CLEANUP AND
<br />HANDLING OF SPILLED MATERIALS. NO SPILLED HAZARDOUS MATERIALS OR HAZARDOUS WASTES WILL BE
<br />ALLOWED TO COME IN CONTACT WITH STORMWATER DISCHARGES. IF SUCH CONTACT OCCURS, THE
<br />STORMWATER DISCHARGE WILL BE CONTAINED ON -SITE UNTIL APPROPRIATE MEASURES IN COMPLIANCE
<br />WITH STATE AND FEDERAL REGULATIONS ARE TAKEN TO DISPOSE OF SUCH CONTAMINATED STORMWATER.
<br />IT SHALL BE THE RESPONSIBILITY OF THE JOB SITE SUPERINTENDENT TO PROPERLY TRAIN ALL
<br />PERSONNEL IN THE USE OF THE SPCC PLAN.
<br />NOTICE OF TERMINATION:
<br />A NOTICE OF TERMINATION SHALL BE SUBMITTED TO THE FDEP AFTER THE CONSTRUCTION HAS BEEN
<br />COMPLETED AND THE SITE HAS UNDERGONE FINAL STABILIZATION.
