<br />GENERAL CONDITIONS
<br />(PRE -CONSTRUCTION)
<br />PRE -CONSTRUCTION CONFERENCE
<br />THE CONTRACTOR IS REQUIRED TO ATTEND A PRE -CONSTRUCTION
<br />CONFERENCE WITH THE ENGINEER PRIOR TO COMMENCEMENT OF
<br />CONSTRUCTION.
<br />CONSTRUCTION PLANS
<br />All Construction Documents MUST bear the Engineer's stamp "APPROVED FOR
<br />CONSTRUCTION" in order to be used on the site. NO WORK MAY COMMENCE until
<br />the Contractor has secured said documents. Any plans not bearing said stamp are NOT
<br />approved for construction!
<br />NOTICE OF COMMENCEMENT
<br />THE CONTRACTOR SHALL. NOTIFY THE OWNER, ENGINEER, COUNTY,
<br />WATER MANAGEMENT DISTRICT AND ANY PUBLIC AGENCIES INVOLVED
<br />ONE (1) WEEK PRIOR TO COMMENCING WORK. Failure to give this notice may
<br />result in the work Ding stopped until such notice is given.
<br />PERMITS AND LICENSES
<br />The Contractor shall be responsible for securing all permits and licenses from all agencies
<br />as to highway entry, curb cuts, sewer taps, etc., and shall pay all fees for same as applied
<br />to the execution of his work.
<br />GENERAL CONDITIONS
<br />(CONSTRUCTION)
<br />REVIEW AND INSPECTION
<br />Review by the Engineer of the work is for the purpose of assuring the Owner that the
<br />Construction Documents are properly executed.
<br />It Is not incumbent upon the Engineer to notify the Contractor to begin, to stop, to resume
<br />work, to give early notice of rejection of faulty materials, workmanship or to superintend to
<br />the extent of relieving the Contractor of responsibility.
<br />It is mutually agreed that the Engineer shall decide all questions, difficulties, and disputes
<br />relative to the interpretation of the Contract Documents or Construction.
<br />The Inspector shall have safe access to the work wherever it is in progress and the
<br />Contractor shall provide for such access and inspection.
<br />All work and materials furnished shall be subject to inspection by the Engineer and any part
<br />condemned by them shall be removed and replaced at the Contractor's expense. If the
<br />Contractor refuses to replace or delays for an unwarranted length of time in replacing such
<br />condemned work, the Owner may stop the Contractor, supply labor and materials to replace
<br />such condemned work. All expenses thereto shall be deducted from the amount due to the
<br />Contractor from the Owner.
<br />If any work should be covered up without the approval of the Engineer, the Contractor
<br />shall be responsible for exposing the work at the Contractor's expense.
<br />WORK STOPPAGE
<br />The work shall not be stopped by the Contractor without the consent of the Engineer
<br />and/or Owner unless the Engineer or Owner orders the worked stopped. A temporary
<br />suspension may be granted because of weather or other natural causes after the
<br />Contractor has notified the Engineer of said suspension in writing, setting forth the causes
<br />and the date of re -commencement.
<br />CONTINGENCY WORK
<br />Whenever the Engineer deems it necessary to make construction changes or construction
<br />additions in order to make the finished product more closely comply with the intended scope
<br />of the plans, whether shown on the plans or not, the Contractor shall enter into a
<br />contingency agreement with the Owner to cover the cost of said changes. The price for said
<br />contingency shall conform as nearly as possible to the unit prices for similar work in the
<br />original contract. Changes may need to be approved by CITY OF ZEPHYRHILLS.
<br />FINAL AUTHORITY
<br />THE FINAL AUTHORITY FOR APPROVAL OF THIS PROJECT AND PLANS WiLL BE
<br />CITY OF ZEPHYRHILLS.
<br />GENERAL CONDITIONS
<br />(CONSTRUCTION OF PROJECT)
<br />SUPERINTENDENCE
<br />The Contractor shall keep on his work during its progress a competent Superintendent.
<br />The Superintendent shall represent the Contractor in his absence.
<br />PROTECTION OF MONUMENTS
<br />The Contractor shall protect all survey permanent reference markers, bench marks,
<br />triangulation points, section corners, etc. If the work requires the relocation or movement
<br />of such a monument, the Contractor shall notify the Engineer of such requirement and
<br />the Engineer shall reference and reset such monuments at the Owner's expense. If the
<br />Contractor destroys any such points, the cost of replacement will be bom by the
<br />Contractor. This includes iron rods or others set as lot comers.
<br />CHANGES IN THE WORK
<br />The Engineers shall have the authority to make minor changes in the work not involving
<br />extra cost, but otherwise, NO CHANCE SHALL BE MADE EXCEPT BY WRITTEN
<br />ORDER FROM THE ENGINEER. Changes may need to be approved by CITY OF
<br />ZEPHYRHILLS.
<br />MAINTENANCE OF TRAFFIC
<br />Where the work is on or tying into a street or highway being utilized by traffic, the
<br />Contractor shall maintain traffic wherever possible by use of marked detours, stabilized
<br />roadbed, or other approved methods. The traffic maintenance plan shall conform to
<br />F.D.O.T. Roadway and Traffic Design Standards INDEX 600 (latest edition) and the Manual
<br />of Uniform Traffic Control Devices and its supplements (latest edition).
<br />REFERENCE TO OTHER SPECIFICATIONS
<br />Where reference is made to specifications such as American Society for Testing
<br />Materials, (ASTM), Florida Department of Transportation, (F.D.O.T.), American Association
<br />of State Highway Officials (AASHTO), the latest edition shall be used.
<br />LINES AND GRADES
<br />The Contractor shall furnish and set all line and grade stakes, at his own expense,
<br />according to the dimensions shown on the plans.
<br />MATERIALS
<br />Unless otherwise specified, all materials shall be new. Materials and workmanship shall be
<br />of good quality. The Contractor shall retain a reputable commercial laboratory who shall
<br />certify to the OWNER that all materials entering into the work are in accordance with these
<br />specifications. All testing reports are to be submitted to the Engineer for review.
<br />PROTECTION OF ADJOINING PROPERTIES
<br />The Contractor shall protect all properties outside the limits of construction and shall
<br />indemnify and hold harmless the Engineer against any claims or liabilities arising from
<br />damage to adjoining properties during construction.
<br />EXCAVATION
<br />All subsurface construction shall comply with the "OSHA TRENCH SAFETY ACT". The
<br />Contractor shall ensure that the method of trench protection and construction is in
<br />compliance with the Occupational Safety and Health Administration (OSHA) regulations.
<br />GENERAL CONDITIONS
<br />(DEFINITIONS)
<br />These General Conditions apply to all parts of the work. The Contractor shall
<br />be supplied with a copyy of these Conditions and no arrangement with the
<br />Subcontractors are to be such as to Conflict with the General Conditions.
<br />They shall also apply to any extra work or changes.
<br />DEFINITIONS
<br />CONSTRUCTION DOCUMENTS: The Construction Documents consist of the
<br />General Conditions, Detailed Specifications, Details and Drawings.
<br />CONTRACTOR: Those having prime responsibility for construction work.
<br />WORK: The term work of the contractor includes all labor, materials, equipment
<br />transportation or any other facilities necessary to complete the construction of this project.
<br />ENGINEERS: Refers to Kimley-Horn and Associates, Inc. as the Engineer appointed by
<br />the Owner to have responsible charge of the work as representatives of the Owners, and to
<br />their properly authorized agents.
<br />INSPECTOR: Refers to the representative of CITY OF ZEPHYRHILLS as the
<br />accepting agency authorized to review the progress of construction.
<br />DRAWINGS: The Drawings showing the work to be performed are referred to herein as
<br />plans or drawings.
<br />OWNER: That person or persons, group, corporation or other, who has ordered this work
<br />done and to whom the Contractor looks for payment.
<br />Laboratory: Any independent testing laboratory authorized to perform the required
<br />tests, EXCEPT any laboratory the Contractor has personal interest in.
<br />SUPERINTENDENT: That person authorized by the Contractor to supervise the work
<br />and to who must be well qualified and must have authority to order work.
<br />GENERAL CONDITIONS
<br />(EXAMINATION OF DOCUMENTS AND SITE)
<br />EXAMINATION OF CONSTRUCTION DOCUMENTS:
<br />The Contractor is responsible for making himself and his Superintendent thoroughly familiar
<br />with all construction documents, and all quality of materials required prior to submission of a
<br />proposal. Also, the Contractor is to obtain and become familiar with all permits and permit
<br />conditions, and to ensure that said conditions are adhered to in the performances of the
<br />work.
<br />EXAMINATION OF SITE
<br />The Contractor is responsible for making his own site evaluation as to character of soil,
<br />water tables, or other construction considerations. Such Information is frequently available
<br />through the Engineer, BUT, whether available or not, the Contractor is solely responsible
<br />for his own site investigation. Oversights resulting in extra expense are the Contractors
<br />responsibility.
<br />SUBSURFACE DATA AND EXISTING FEATURES
<br />The Contractor is responsible for the protection of ail existing utilities, whether shown on
<br />the plans or not. Damages to such features are the responsibility of the Contractor.
<br />ERRORS OR OMISSIONS
<br />If the Contractor finds any discrepancy between the drawings and the existing site
<br />conditions or any errors or omissions in drawings or in layout as given by points and
<br />instruction, it shall be his duty to immediately inform the Engineer. ANY WORK DONE
<br />AFTER SUCH DISCOVERY, UNTIL AUTHORIZED, SHALL BE DONE AT THE
<br />CONTRACTOR'S RISK. Quantities on plans or bid forms do not relieve Contractor from
<br />estimating responsibility. It shall be the responsibility of the Contractor to do a construction
<br />estimate prior to submitting a bid to the owner. Any differences between quantities shown
<br />on tiro plans, bid forms and Contractors estimate will be promptly called to the attention of
<br />the Engineer prior to bidding the work. The Contractor shall be solely responsible for his
<br />own estimates of quantities.
<br />"OR EQUAL" CLAUSE
<br />Specific reference in the Construction Documents to any product material or type of
<br />construction by name, make or product number, shall be interpreted as a standard of quality
<br />and shall not be constructed as limiting competition. Substitutions must be approved by the
<br />Engineer IN WRITING!
<br />EXISTING WELLS
<br />Any existing wells in the path of construction shall be properly plugged and abandoned by a
<br />licensed Water Well Contractor in accordance with Chapter 40D-3 AND 17-20.10 (4, F.A.C.)
<br />unless otherwise shown.
<br />REPLACEMENT OF EXISTING FACILITIES
<br />The Contractor is responsible for repair of any utility lines damaged during construction of
<br />this project. The contractor is also responsible for repair of roadway wherever necessary as
<br />a result of this construction.
<br />GENERAL CONDITIONS TEST REPORTS
<br />Test reports must be performed by a reputable testing laboratory and certified by a Florida
<br />registered engineer. Such test shall be done as required by, and in conformance with all
<br />criteria of F.D.O.T.
<br />CONNECTION TO EXISTING FACILITIES
<br />Before installation of any drainage, water or sewer facilities, the Contractor is to verify the
<br />location and elevation of the existing facilities which must be connected to the proposed
<br />facilities. Any significant deviation from the information indicated in the plans shall be
<br />reported to the Engineer prior to proceeding with said installation.
<br />SHOP DRAWINGS:
<br />The Contractor is to provide shop drawings for all installation of underground facilities for
<br />the Engineers review prior to installation.

<br />WATERISANITARYISTORM CLEARANCE REQUIREMENTS
<br />Vertical Clearance at Crossings:
<br />Gravity sewers* or force mains crossing under water mains shall be
<br />laid to provide a minimum vertical distance of 18 inches between the
<br />invert of the upper pipe and the crown of the lower pipe. The crossing
<br />shall be arranged so that the sewer joints and water joints will be
<br />equidistant from the point of crossing with no less than 10 feet between
<br />any two joints. Where the minimum 18 inch separation cannot be
<br />maintained, the sewer shall be placed in a sleeve of encased concrete
<br />for 20 feet centered on the point of crossing.
<br />Where there is no alternative to sewer pipes crossing over water
<br />mains, the pipes shall be centered at the crossing as indicated above,
<br />and the water main shall to placed in a sleeve or encased in concrete
<br />for 20 feet centered on the point of crossing. Adequate structural
<br />support shall be provided for the sewer to prevent damage to the water
<br />main.
<br />Horizontal Separation Between Parailei Lines:
<br />a) GRAVITY SEWERS* shall be installed at least 10 feet horizontally
<br />from any existing or proposed water main. The distance shall be
<br />measured edge to edge. In cases where it is not practical to maintain a
<br />10-ft. separation, the water main shall be installed in a separate trench
<br />or on an undisturbed earthen shelf located on one side of the sewer and
<br />at an elevation so that the bottom of the water main is at least 18 inches
<br />above the top of the sewer, and the water and sewer joints shall be
<br />staggered.
<br />b) FORCE MAINS shall be installed at least 10-ft. horizontally from
<br />any existing or proposed water main.
