On behalf of the church, I would like to explain the <br />proposed function of the new building and how this function squares with City policy <br />regarding impact fees. <br /> <br />First, I would like to review the policies of other organizations in the area with regard to church <br />accessory building impact fees. Weare not familiar with any nearby communities that assess <br />impact fees for church accessory structures providing those structures do not generate <br />additional vehicle trips. Pasco County, for example, did not assess transportation impact fees <br />for First Assembly of God on S.R. 54 West when the church built its fellowship hall. Pasco <br />County bases its impact fees on the number of seats in the sanctuary or main seating hall. If a <br />project does not increase sanctuary seating, it is assumed that it will not increase traffic. <br /> <br />A review of the City's impact fee structure suggests that the impact fee rates shown are linked <br />to the presumed trip generation rate associated with a proposed structure. Based upon <br />conversations with Pastor adorn, it would not appear that the additional building would <br />generate additional vehicle trips. <br /> <br />Currently, the church utilizes the historic church building on the comer of 5th Street and S.R. 54 <br />for adult choir practice on Wednesday evenings and bible study classes on Sunday mornings. <br />Additionally, Wednesday night youth activities are held in the historic church building. Some <br />overflow Bible study classes are held in the back of the main sanctuary building on 6th Street <br />and S.R. 54. <br /> <br />Once construction of the new building is complete, the church will relocate adult bible study <br />classes from the historic building to the new building, and adult choir practice will be relocated <br /> <br />5514 7th Street.
