Time element to consider since conditional use has to have city council approval. (B) If no mechanical rides are involved, dept. of agriculture does not require any license or permits. Exception: moonwalk. (C) If mechanical rides are involved, Dept. of Agriculture requires licensing, permitting & inspection of rides. .
