ZEPHYRHILLS HISTORIC PRESERVATION BOARD MINUTES <br /> A Historic Preservation Board Meeting was held on Monday, March 18, 2013, in the <br /> conference room at the Municipal Building at 5:00 P.M. Vice-Chairman Sullivan called the meeting <br /> to order at 5:10 p.m. as a quorum was present. Roll call was taken. Present were members Jason <br /> Aiken, Marian Riopelle and Tracy Sullivan. Staff present: Todd Vande Berg <br /> Mrs. Riopelle moved to accept the November 15, 2012, minutes as presented. Motion was <br /> seconded by Tracy Sullivan. Motion passed unanimously. <br /> 1. Application for a Historic District"Certificate of Appropriateness" submitted by Willard <br /> Fee Sr. for property located at 5429 8th Street. <br /> Mr. Vande Berg reviewed the application submitted by the applicant explaining that this is a <br /> contributing structure to the Historic District and reviewed the restoration and additions that Mr. Fee <br /> is proposing. He stated that the roof shingles are historically correct and the vinyl siding was signed <br /> off during the historic survey 10 years ago. The back section of the structure that currently has a flat <br /> roof is an addition to the home and not part of the original building. They are proposing to remove <br /> the flat roof and build a gable roof that will be similar to the front of the house. They are adding a <br /> new outside porch and handicap ramp also at the back of the home. Applicant is not going to apply <br /> for grant as he wants his son to do the addition and not hire a contractor. <br /> Marian Riopelle moved to approve the Application for a Historic District "Certificate of <br /> Appropriateness" for roof shingles, new gable roof, porch addition with handicap ramp and columns <br /> similar (6' x 6') to the front porch (white trim) at 5429 8'h Street. Jason Aiken seconded the motion. <br /> Motion passed unanimously. <br /> 2 Application for a Historic District "Certificate of Aqpropriateness" and Facade Improvement <br /> Matchinp Grant Application submitted by Salvador Martinez for property located at 5437 g'n <br /> Street. <br /> Mr. Vande Berg reviewed the file for a single family residence that is a contributing structure <br /> in the Historic District located at 5437 9`h Street. He stated that the applicant's contractor has <br /> pressure washed the metal roof and now they are going to re-paint the roof to a silver color (from <br /> green). The applicant / contractor provided a proposal with the cost of the various items that need <br /> to be done to start the restoration of this structure and included pictures that enabled Mr. Vande <br /> Berg to show and explain what had to be done and why. The projects include 1) Fiemove improper <br /> skirting that encloses the crawl space under the house and replace with approved lattice work and <br /> screen; 2 ) Remove improper cinder blocks and replace with correct pillars; 3) Remove old window <br /> glaze, repair windows, frames, ropes, pulley and weights as need and reglaze windows; 4) Level <br /> floor in back right corner of house; 5) Raising floor sufficiently to allow windows to operate and <br /> repair minor damage to support beams caused by termites; 5) scab additional support to existing <br /> beams to solidify structure and in the interior 6) Remove existing linoleum and termite/water <br /> damaged wood flooring / sub flooring in back right room, hallway and bathroom and reinstall <br /> sub/finished flooring. <br /> After discussion Jason Aiken moved to approve the remaining part of the Certificate of <br /> Appropriateness and the Fa�ade Improvement Grant Application for the work as proposed by <br /> Gifford & Gifford Construction, Inc. at 5437 9`h Street. He also suggested as part of the motion to <br /> put a Marian Riopelle Condition on the Certificate of Appropriateness that Termite inspections and <br /> treatment must be on a continuing basis. Motion seconded by Marian Riopelle. Motion passed <br /> unanimously. <br /> Meeting adjourned at 5:45 P.M. <br />
