ARTICLE 20. - PROHIBITION OF BONUS OR �OMMISSION: The assistance provided under fhis Contract shall not be used in payment of any bonus r commission for the purpose of obtaining Caunty approval of the application for such assistance. i � ARTtCLE 21. - LOCAL. EMPLdYMENT: To the greatest extent possibfe, the Cantractar agrees to hire, � train, and subcontraet to individuais and firms that five or are located in Pasco Gounty and the Tampa Bay Area. ARTtCLE 22. - MtN4RlTY AND WClMEN BUSIN SS ENTERPRlSE: To the greates#extent passible, the Gontractar agrees that he will, if it is necessary subcontract work to minority- and women-owned businesses. ARTtCLE 23. — SECTlON 3: HUD ACT OF 19G8: The Section 3 preference requirement applies to any contract in excess of $100,QOO.OQ. The purpose of Secfion 3 is to ensure that employment opportunities generated by HUD financial assistance, shaii to the gre test extent feasible, be directed to iow- and very iow- income persons, particularly those who are recipients o govemment assistance for housing and to business concerns that provide economic appartunities to {ow- nd very low-income persons. If this cantract is in excess of$100,000.00 the foiiowing language is applica le, and shail be included in any subcontracts: Section 3 Clause: A1i section 3 contracts shalE includ the follawing clause (referred to as #he Section 3 Clause): 23.1 The work to�be perfarmed under this cantract is subject to the requirements of Section 3 of the Housing and Urban Develapment Act �o# 1968, as amended, 12 U.S.C. 1701u. Section 3 requires that, ta the greatest e�ctent feasi le, opportunities for training and emplayment be given lower-income residents of the project are , and contracts for work in connection with the project be awarded to business concerns, which are located in or owned in substantial part by persons residing in the area of the project. 23.2 The parties to this contract agree to com ly with HUD's regulations in 24 Part CFR 135, and ail applicabie rufes and orders of the Depa� ment issued thereunder prior to the execution of this contract. As evidenced by their executio pf this contract, the parties to this contract certify that they are under no cantractual or ather i pediment, which would prevent them from camplying with the Part 135 regulatians. 23.3 The contractor agrees to send ta eac labor organization or representative of workers with which th� cantractor has a collective �ar� aining agreement or ather contract or understanding, if any, a notice advising the labor orga ization or warkers` representative of the contractor's commitments under this 5ectian 3 Clause and shall post copies of the notice in conspicuous places at the wark site where both e � ployees and applicants far training and employment positions can see the notice.
