ORDINANCE NO. 1378-19 <br /> AN ORDINANCE OF THE CITY OF ZEPHYRHILLS, FLORIDA <br /> PROPOSING AMENDMENT TO CITY'S COMPREHENSIVE PLAN, <br /> SPECIFICALLY AMENDING POLICY TRA-1-3-4 OF THE <br /> TRANSPORATION ELEMENT; PROVIDING FOR TRANSMITTAL AND <br /> AN EFFECTIVE DATE. <br /> WHEREAS, the City Council desires to amend the City of Zephyrhills' Comprehensive <br /> Plan as it related to Policy TRA-1-3-4 of the Transportation Element; and <br /> WHEREAS, the Zephyrhills Planning Commission has reviewed the proposed <br /> amendment and has recommended approval by the City Council; and <br /> WHEREAS, based upon the recommendations of the Zephyrhills Planning Commission <br /> to the City Council, said Council has prepared the amendments to the City's Comprehensive Plan <br /> and is hereby transmitting them to the Florida Department of Economic Opportunity, Division of <br /> Community Development and such other agencies as required by Section 163.3184, Florida <br /> Statutes; and <br /> WHEREAS, the City Council desires to hereby formally adopt the amendment to the <br /> City's Comprehensive Plan. <br /> NOW,THEREFORE,BE IT ORDAINED by the City Council of the City of Zephyrhills, <br /> Florida, as follows: <br /> Section 1. Recitals. <br /> The Whereas Clauses above are true and accurate and are incorporated by reference <br /> and made a part of this Ordinance. <br /> Section 2. Authority. <br /> This Ordinance is enacted pursuant to Chapter 163, Florida Statutes, and under the <br /> home rule powers of the City. <br /> Section 3. Amendment. <br /> POLICY TRA-1-3-4 of the Transportation Element of the City's Comprehensive <br /> Plan shall be deleted in its entirety and replaced with the following: INSTR# 2019072714 BK 9891 PG 3564 <br /> 04/30/2019 02:56pm Page 1 of 2 <br /> POLICY Rcpt: 2050296 Ree: 18.50 <br /> DS: 0.00 IT: 0.00 <br /> TRA-1-3-4 Paula S. O'Neil, Ph.D. <br /> Pasco County Clerk & Comptroller <br /> Downtown US 301 Circulation Plan.To maintain level of service standards and to preserve <br /> the function and character of its downtown, the City shall give high priority to the <br /> reclamation and development of the downtown main street intersection. The plan consists <br /> of the following elements: <br /> a. The reclaiming of roadway 7th Street from A Ave to North Ave, and making it a bi- <br /> directional two lane roadway; <br /> b. Creating parallel two-lane one-way pairs from on 6th Street and US 301 for through <br /> traffic in City; <br /> c. Recreating 5th Avenue and 7th Street as the Main Street Intersection of the Downtown <br /> Core; <br /> d. "Context Sensitive"redesign of the newly claimed Main Street intersection' <br />
