' ORBK3419 PG 90& <br /> 6 of 8 <br /> 5, City of Zephyrhills Comprehensive Plan,which are attached, and indicate that more than sufficient <br /> recreational facilities are in place to handle populations td-more than 20,000 and to serve.the City,and <br /> its residents through the horizon year of 2010. Furthermore, the City is .building.,-,a. <br /> recreational/community center for Zephyrhills and the East Pasco area. The building will be phased <br /> in, starting with 8,000 square feet that is currently under construction. Total build out is expected <br /> to be 22,000 square feet and will include weight rooms, aerobic areas, gymnasium, racquetball courts, <br /> classroom and youth activity room. This facility will extend the level of services through the year <br /> 2010, and meets the City's major recreational deficiency, that of a multi-purpose facility(see Table <br /> REC-5). Also planned is construction of a swimming pool at the site. <br /> These annexations will not adversely impact the City's recreational-service. <br /> Analysis ofthe Character`and Magnitude of Existing Land: <br /> (1) Zephyrhills Wesleyan Church: This site is currently a church and will remain <br /> a church facility. Surrounding land uses are residential and will remain unchanged. Future land uses <br /> also are residential. <br /> (2) Tarr's Travel Trailer Park: This property is comprised of five acres and is an <br /> existing RV park. Surrounding land uses are residential and will remain unchanged.!Future land uses <br /> also are residential. <br /> (3) Colonial II RV Park: This site is an existing RV park: Surrounding land uses <br /> are residential, future land uses also are residential. <br /> (4) Moates Property: This site is comprised of 10 acres and is vacant property, with <br /> some wooded areas and some cleared areas. Surrounding land uses are residential. Future land uses <br /> also are residential. <br /> 111 These four annexations and their future land uses are consistent with the Zephyrhills <br /> Comprehensive Plan and the future land use mapsfor the designated.time periods ofe1.9.94:and:2010. <br /> 3. Staff Planning Recommendations on Proposed Amendment: Attached and marked as Exhibit <br /> "B" are staff recommendations and minutes of meetings held concerning these annexations <br /> encompassed in this proposed amendment. <br /> II. CONSISTENCY: <br /> 1. With Zephyrhills Comprehensive Plan: This amendment conforms with various goals, objectives <br /> and policies of the City's Comprehensive Plan, including Goal LU-1,, Policy LU-1-1-2, Objective LU- <br /> 1-2,Policy LU-1-3-5 and Policy LU-1-.4-1, It.adheres to.Policy.WAT-1-2-2, Objective W AT-1-3, <br /> Policy WAT-2-2-2, Policy WAT-4-1-3, Policy WAT-4-2-4 and Policy WAT-5-1-2. <br /> This amendment is consistent with and furthers the intent of the adopted City of Zephyrhills <br /> Comprehensive Plan, as indicated above. <br /> 2. Consistency of Local Plan Amendment with Regional Policy Plan: The City's amendment and <br /> adopted plan, address the following goals and policies of the Tampa Bay Regional Planning Council <br /> Plan: <br /> 8.1.3 -Policy <br /> 10.2 - Goal <br /> 13.6.5 -Policy " <br /> 13.6.6 -Policy <br /> 20.1.12-Policy <br /> 3. .
