The site upon which the proposed conditional use is <br /> to be located has suitable drainage, access, ingress, and egress, <br /> off street parking -and loading areas; <br /> • 5. The site upon which the conditional use is to be <br /> located has or may have screening or buffering to prevent <br /> interference with the enjoyment of surrounding areas; <br /> 6. The proposed site meets the applicable requirements <br /> ' of the zoning district in-which itis located; <br /> 7. Any existing' or proposed .signs or lighting will not <br /> adversely affect surrounding areas or vehicular traffic; <br /> ` 8. The proposed conditional use will not interfere <br /> with or adversely affect the health, safety, or welfare of the <br /> surrounding 'community' area. <br /> • D. Condition's <br /> • <br /> The City Council may impose conditions upon the applicant where <br /> , deemed necessary to protect' the health, safety, or general <br /> . welfare of the public or where deemed necessary: to ' assure <br /> • compliance with the standards set forth in subsection C. above. . <br /> Such conditions and 'stipulations' shall become part of the written <br /> approval and must be conformed' to or followed by the 'applicant or <br /> any successor in interest. • <br /> E. Authority Granted Under and Expansion of 'Conditional <br /> Uses , <br /> • <br /> Conditional use permits shall be subject to 'the following: <br /> 1. The holder Of a conditional use permit shall be '. <br /> authorized to utilize the site or location of said use only in <br /> the manner specified in the written .approval• and conditions . <br /> specified therein. Any substantial expansion, alteration, or <br /> change in the conditional use authorized by the written approval <br /> must be reviewed by the City Council in the same manner in which <br /> the original conditional use was reviewed. The Building Official <br /> or his designee. shall determine whether a substantial alteration <br /> or change of an -authorized conditional use exists and may <br /> • initiate review of the same by. the City Council. , <br /> ' 2. For purpose of this section, an expansion, <br /> alteration, or change of a conditional use shall be deemed to <br /> exist where a substantial modification of any of the standards <br /> provided for in subsection 3 above,. results from activity <br /> associated with the conditional ' use or where: a substantial change <br /> of• circumstances or conditions arises.
