6-61 <br /> J. Kitchen facilities, for purposes of this section defined <br /> as a cooking area (oven and/or stove burners) , shall not be <br /> permitted within bedrooms or a group or congregate living <br /> facility. Individual dwelling units may contain bar sinks, <br /> refrigerators and cooking facilities within an area specifically <br /> designed as a kitchen area. <br /> K. Site Plan Review Committee approval required. <br /> 6403. Drive-In Businesses: Other than Restaurants, Financial <br /> Institutions and Theatres <br /> A. Site Plan Review required. <br /> B. Specific approval of access plans by the Site Plan <br /> Review Committee. <br /> C. The operation of any drive-in business abutting a <br /> residential district shall be limited to the hours between 7:00 <br /> a.m. and 11 :00 p.m. <br /> D. A minimum of 20% of the lot shall be landscaped. <br /> 6404. Fences <br /> Fences and walls shall be subject to the following: <br /> A. General Provisions - All Districts <br /> 1 . These regulations apply to all fences and walls <br /> except those owned and erected by governmental agencies and <br /> utility companies. <br /> 2 . All persons desiring to construct any fence or <br /> wall must first obtain a permit from the Building Department. <br /> All applications shall include a plot plan showing the location <br /> of all streets, easements, property lines, and buildings. Permit <br /> fees shall be based on the value of construction with a minimum <br /> fee to be determined by the Building Official . <br /> 3. No fences, walls, or hedges shall be permitted <br /> within any City, County, or State rights-of-way. <br /> 4. The property owner, prior to construction of any <br /> fence or wall, shall assume the responsibility for determining by <br /> survey the correct boundaries of the property to be fenced and <br /> the existence of any easement or rights-of-way that exist. <br /> Failure to provide the Building Department with complete and <br /> accurate information when applying for a permit shall be <br /> sufficient cause for the Building Official to order the removal <br /> of any construction not in compliance with this Code. <br /> 5. The finished side of any fence or wall shall face <br /> the adjoining lot or right-of-way. <br />
