<br /> The following data and analysis was -presented and approved
<br /> by motion by the City Council of the City of Zephyrhills, Florida
<br /> at public hearings held on Oeo4c' /4 and
<br /> , 1991, and serve as Exhibit "A"
<br /> of Ordinance No. 5' providing for an amendment to the
<br /> Comprehensive Plan of the City of Zephyrhills.
<br /> 1. Availability- of services, traffic :
<br /> Neukom/Gall annexation - 110 acres: Located north of Pretty Pond
<br /> Road and:: ',east . and west _of __ Green:: Slope. Avenue,-of which both
<br /> roadways are 2-lane.. Pretty Pond intersections with a 4-lane
<br /> portion of Highway 301, which operates at a LOS C. East of
<br /> Highway . 301, Pretty Pond Road was paved in - the fall .of. ._1990, by
<br /> the City and intersects with Wire Road, a newly resur_fac=e -lane
<br /> road that connects at the south with County Road ,54. Duringthe
<br /> winter of. 1991, Pasco, County completed intersection enhancement
<br /> with turn lanes 'for improved traffic flow.
<br /> 2. Bass/Whitworth annexation" - 8 acres: Located south of C
<br /> Avenue. at the,. intersection of 16th Street. C Avenue is currently
<br /> a dirt road, which extends east and west, andT" intersects with
<br /> Highway 301, while 16th Street is a paved, 2-lane city street.
<br /> 16th Street runs north and south and running --northerly,
<br /> intersects with South Avenue. The City is in the process of
<br /> surveying C Avenue for paving from 7th Street to 20th Street.
<br /> Developer participation into the improvements of this
<br /> intersection will be subject to City Site Plan Review.
<br /> 3. Oakley annexation- - 8. 9 acres: This site is located
<br /> immediately south of Pretty Pond Road, west of Highway--01.. It
<br /> abuts..25__-acr_e.s___annexad. _pr-e-viously_ (_and____part-_of., heL-.G t 199-0
<br /> amendment to the Comprehensive Plan) . This .poperty will, be
<br /> combined with the 25 acre tract when developed:-,and will abut a
<br /> 4-lane portion -of ' Highway 301 which operates ,at a LOS r. Site
<br /> development plans will require the developer to make improvements
<br /> to Pretty Pond Road. , J _
<br /> All three annexations adhere to goals, policies, and objectives
<br /> set forth. in the Comprehensive Plan with regaid ,, to t.xaffic
<br /> circulation and include, Policies 1-3-2 and 1-3-3,_' 'Gb al - TRA-2,
<br /> Objection TRA-2-1 and TRA-2-4, and. policies TRA-2-1-3, TRA-2-1-4,
<br /> TRA-2-1-5 and TRA-2-3-2 . These goals, policies and objectives
<br /> deal with non-.motorized access and circulation, prevention of air
<br /> pollution, achievement and maintenance of LOS standards,
<br /> coordination of development impacts with Pasco. County_ ,and FDOT,
<br /> reservation of right-of-way, provisions of adequate s-i'gnalization
<br /> paid for by the new development, and establishment of standards
<br /> of traffic flow standards. (both. on and off site):'
<br /> Traffic analyses,:Of all three. -sites will be required- prior to
<br /> development as outlined. in the Land Development Code which - will
<br /> provide information on actual impacts. Impact fees will -be
<br /> collected and may be used to offset traffic- impacts and- are used
<br /> solely to provide for road improvements.
<br /> Availability of services, future land uses:
<br /> 1. Neukom/Gall - This property is hilly and located on a crest
<br /> which slopes to the south. It abuts a mobile home park on the
<br /> east, commercial property to the south and various residential
<br /> uses north and west. The site is largely vacant, there are three
<br /> residential units on the property. There are no wetlands or
<br /> other significant characteristics.
<br /> 2. Whitworth/Bass - This site is a flat, vacant parcel with no
