All land uses in <br /> the vicinity of this parcel are residential, however, there are <br /> mixed residential uses, including single family homes, duplexes, <br /> mobile homes, etc. There are no wetlands or other significant <br /> characteristics. <br /> 3 . Oakley - This property is at higher elevations and slopes to <br /> the west. It is vacant and will be added to the adjacent, 25 acre <br /> site. It abuts a mobile home park to the south, residential to <br /> the north, residential and agricultural on the west and <br /> commercial on the east. The site is vacant and there are no <br /> wetlands or other significant characteristics. <br /> These three properties adhere to policies and objectives set out <br /> in the Comprehensive Plan of the City of Zephyrhills, <br /> specifically, Policy LU-1-1-3, Objective LU-1-2, Policy LU-1-2-8, <br /> Objective LU-1-3, Policies LU-1-2-1, LU-1-3-2, LU-1-3-3, LU-1-3-4 <br /> and LU-1-3-6 . <br /> All the policies and objectives referenced above deal with <br /> buffers, connection to services, availability of services, <br /> providing services at adopted levels of service and providing for <br /> development in areas where services are in place. All three <br /> sites also will be subject to all conditions of development as <br /> set forth in the City ' s Land Development Code. <br /> Availability of public facilities, water and sewer: <br /> 1. Neukom/Gall - Water service for this site will be extended <br /> from lines constructed for service to the 25 acre Oakley site <br /> (approved in previous amendment) . Those lines, measuring 8 <br /> inches, have been extended to the Oakley site and as-built plans <br /> have been submitted and approved by the City. A second line, <br /> measuring 12 inches, has been required for the development of <br /> Qakley_ .ccmrerc.i_a1 site_..and_to provide. _adeq.uate_ _ water.___serv_ice_ to. <br /> thisresidential site. <br /> Sewer service will be provided from two locations. The first <br /> wi.l.l be extended from the Oakley site. In the future, as this <br /> site is prepared for development, a second line will be extended <br /> from the westward from its current location at the southeast <br /> corner of Pretty Pond Road and Highway 301. At its highest <br /> residential use, this site can be expected to require use of <br /> 72, 500 gallons of water per day. In 1990, the City completed <br /> expansion of its waste water treatment plant and improvements to <br /> its water system. Water capacity may reach as much as 5 . 485 MGD, <br /> yet average withdrawal is only 1 .855 MGD. In addition, the <br /> majority of the improvements to the water system dealt with <br /> providing services to this vicinity of Zephyrhills, including <br /> construction of an above ground water tank to improve <br /> distribution services and water . pressure. This improvement was <br /> constructed to serve both existing and new customers. Treatment <br /> plant design capability is for 2 .25 MGD, nearly . 80 MGD greater <br /> than current peak flows . Effluent is released to rapid <br /> infiltration precolation ponds. Current City policy requires <br /> developer-s of sites not served by wastewater collection system to <br /> pay - 100 percent of -the costs to extend and connect to the City <br /> system. This site, at its highest possible use, will add 72, 500 <br /> GPD of wastewater capacity. The City requires those seeking <br /> water and sewer service to pay all costs to extend and connect to <br /> the City system. <br /> This parcel, prior to its annexation, was located within the <br /> boundaries of the City ' s fire tax district and interlocal <br /> agreement with Pasco County for water and sewer service and was <br /> considered in future land use projections and for availability of <br /> service. In fact, areas outside the City were considered when <br /> the City expanded and improved its utility system. This <br /> amendment adheres to policies WAT-1-2-1, WAT-1-2-2, WAT-1-2-3, <br /> • <br /> O.R. 2 0 61 PM30 6-)E <br />
