WAT-2-2-2, and WAT-2-2-3, all of which deal with requirements to
<br /> service all units with public water and sewer, require property
<br /> owners to connect to public systems within 200 feet of their
<br /> property, deny annexation if unable to serve with public
<br /> utilities and deny issuance of a building permit if the
<br /> development is not served by public utilities.
<br /> 2 . Bass/Whitworth - Water and sewer lines are located at the
<br /> entrance to this property. The developer will be required to pay
<br /> all costs of extending utility service to the site and throughout
<br /> the development. Using the same rates as in the previous
<br /> annexation, water usage can be expected to add usage of 3, 960
<br /> GPD, with wastewater treatment flows of 3,960 GPD. All sites
<br /> will be required to handle all stormwater drainage equal to or
<br /> less than the rate of discharge that existed previously. On-site
<br /> facilities will accommodate runoff from a storm of 25 year
<br /> frequency, as required by the City ' s Land Development Code .
<br /> Solid waste disposal will be collected by the City sanitation
<br /> department with disposal in the Pasco County incinerator. A
<br /> transfer station is located within 10 miles of Zephyrhills for
<br /> solid waste disposal and transfer to the incinerator.
<br /> 3 . Oakley - Utilities to serve this site are located within
<br /> several feet of the property and will serve the original 25 acres
<br /> as well as this property. Using estimates for the 25 acre site,
<br /> it is assumed that this property can be expected, at its highest
<br /> commercial use, to use 2, 500 GPD of water. Similarly, at its
<br /> highest use, this site will add 2 ,000 GPD of wastewater to
<br /> capacity.
<br /> Availability of service, housing:
<br /> In its original submission of the Comprehensive Plan, the City
<br /> determined_ a need for 480 low income and elderly _housing units by
<br /> the year 2010 . The Neukom/Gall site, consisting of 110 acres,
<br /> and the Whitworth/Bass site, consisting of 8 acres, both will
<br /> significantly assist in reaching these goals. (As a commercial
<br /> site, the Oakley annexation does not meet any housing needs. )
<br /> These annexations will assist the City in attaining its housing
<br /> goals and objectives by conforming to the following goals,
<br /> policies and objectives in the current plan, including Goal HOU-1
<br /> and HOU-2, policy HOU-1-1, policies HOU-1-1-1, 1-1-2, HOU-2-1-1,
<br /> 2-1-3, 2-1-4, 2-1-5 and HOU-3-2-2, and objective HOU-2-1. All
<br /> referenced goals, policies and objectives deal with providing an
<br /> adequate supply of housing, providing zoning incentives to
<br /> provide affordable land for housing, providing additional
<br /> residentially designated property, assure availability of
<br /> affordable housing, continue pursuit of state and federal funding
<br /> for housing programs, encourage multi-family and Planned Unit
<br /> Developments, ensure that public facilities and services are
<br /> available and facilitate development of at least 35 dwelling
<br /> units.
<br /> Availability of service, recreation and conservation:
<br /> Recreation will not be adversely affected by these three
<br /> annexations. The City of Zephyrhills currently exceeds level of
<br /> service standards for recreation based on a population/land area
<br /> and facilities ratio for both resource based and activity based
<br /> recreation. Pasco County is currently building two parks in the
<br /> Zephyrhills area, one within the city limits and one contiguous.
<br /> Together, both parks comprise more than 95 acres and will provide
<br /> additional amenities including ballfields, swimming pool,
<br /> basketball and tennis courts, and other support buildings and
<br /> equipment.
<br /> There are no known endangered species located on any of these
<br /> three sites. The annexations conform to REC-3-1-1, which
