CITY OF ZEPHYRHILLS, ORDINANCE NO. 558 <br /> The following data and analysis was presented and approved <br /> by motion by the City Council of the City of Zephyrhills, Florida <br /> at public hearings held on May 11, 1992, and May 26, 1992, and <br /> serve as Exhibit "A" of Ordinance No. 558, providing for a <br /> proposed amendment to the Comprehensive Plan of the City of <br /> Zephyrhills. <br /> This exhibit specifically responds to the ORC report from <br /> the Florida Department of Community Affairs with reference to the <br /> proposed Comprehens-ive -P-La.n-- amendm.e.n_t- 92-1, City. of Zephyrhills, <br /> Florida. <br /> The amendment is therefore revised, as requested, to provide <br /> additional information with regard to the three annexed sites . <br /> 1. Availability of and demand upon services: <br /> A. Potable Water and Sanitary Sewer: <br /> Neukom/Gall - As noted in the proposed amendment, water and sewer <br /> services will be provided to this parcel from the 25 acre Oakley <br /> site. At its highest residential use, this. site can be expected <br /> to require use of 54, 450 gallons of water per day. This figure <br /> is based on the assumption that 363 dwelling units may be <br /> developed on the site (110 acres with density 3 . 3 units per acre) <br /> and the average household using 150 gallons per day. (Source: <br /> City of Zephyrhills Utilities Department. ) This site can be <br /> expected to add 40, 838 GPD of wastewater capacity. This figure <br /> is based on the assumption that 75 percent of water usage is <br /> returned to the wastewater system. <br /> Bass/Whitworth . - Water and sewer lines are located at the <br /> entrance to this property. The site is comprised of eight acres <br /> with maximum density of nine units per acre, for a total of 72 <br /> units. Using the 150 gallon average per household, it is <br /> estimated that the site, if developed to its maximum potential, <br /> would generate usage of 10, 800 gallons per day. This site can be <br /> expected to add 8, 100 GPD to the wastewater facility. <br /> Oakley ( 8. 9 acres) - This parcel will be added to the 25 acre <br /> Oakley site, which was annexed and approved previously. Basing <br /> water and sewer consumption on commercial usage, this site can be <br /> expected to use 2, 500 GPD of water at its highest use and 1, 875 <br /> GPD of wastewater consumption. <br /> B. Solid Waste: <br /> Neukom/Gall - The leval of service standards for residential <br /> units within the City of Zephyrhills are set at 1. 5 tons per year <br /> per unit. Using the figure of 363 dwelling units at this site, <br /> it is estimated that this parcel may generate 544. 50 tons of <br /> garbage per year. <br /> Bass/Whitworth - Using the same LOS standards for this site, it <br /> is estimated that 72 units using 1. 5 tons per year will generate <br /> 108 tons of solid waste per year. <br /> Oakley (8. 9 acres) - This is a commercial site. Using actual <br /> figures for like 'development within the City of Zephyrhills, it <br /> is estimated that this site will generate 109 tons of solid waste <br /> per year. (This is figured by converting actual yardage of 142 <br /> yards per week for the full 35 acre site and dividngti•:.that by 8. 9 <br /> " acres to produce 33 .41 yards per week for this pale 1, thy' <br /> multiplying that figure by 52 weeks to arrive at 1, 7 ':; lis per, <br /> year.
