All solid waste collected within the City of Zephyrhills is <br /> delivered to the Pasco County transfer station which is then in <br /> turn delivered to the Pasco County Resource Recovery plant. ' The . <br /> resourse recovery plant has capacity to handle 1, 050 tons per <br /> day. Current capacity averages 940 tons per day. Pasco County <br /> estimates it will be at least 10 years before plan expansion is <br /> necessary. <br /> C . Drainage: <br /> Neukom/Gall - Bass/Whitworth - Oakley (8.9 acres) • <br /> All site under development within ::t .e City -n-f --Zephyrhills, <br /> handle their drainage (run-off) on-site. Each is treated as -a <br /> new facility. All development - or redevelopment - is required <br /> to provide on-site retention of stormwater of sufficient capacity <br /> to assure that post development run-off is no greater than <br /> pre-development conditions. The adopted level of service <br /> standard is a 25 year storm of 3 . 6 inches of rainfall in one <br /> hour. <br /> D. Traffic Circulation: <br /> Neukom/Gall - This parcel, with a potential buildout of 363 <br /> single family dwelling units, and an average of 9 . 25 trips per <br /> unit per day, can expect to generate 3, 357 . 75 trips daily. <br /> Bass/Whitworth - This site, with buildout of 72 multi-family <br /> units, and an average of 7 . 52 trips per day, can expect to <br /> generate 541 trips dailey. <br /> Oakley ( 8.9 acres) - The entire site under development is 35 <br /> acres. Actual traffic counts for the entire development is <br /> estimated at 5, 089 trips. This site is comprised of one third of <br /> the total development and therefore, trips generated by this <br /> parcel can be expected to be 1, 696 trips daily. <br /> E. Recreation: <br /> Neukom/Gall - Bass/Whitworth - Oakley (8.9 acres) <br /> Together at their highest residential capacity, both the <br /> Neukom/Gall and Bass/Whitworth annexations will add fewer than <br /> 1, 000 new residents to Zephyrhills. Level of ,service standards <br /> for Zephyrhills are indicated on REC Table 4 and REC Table 5, <br /> City of Zephyrhills Comprehensive Plan, which are attached, and <br /> indicate that more than sufficient recreational facilities are in <br /> place to handle populations of more than 20, 000, and to serve the <br /> City and its residents through the horizon year of 2010. <br /> 2 . Analysis of the Character and Magnitude of Existing Land: <br /> Neukom/Gall - This site is comprised primarily of _replanted <br /> citrus groves .
