EXHIBIT "A" <br /> To City of Zephyrhills Ordinance No. 573 <br /> The following data and analysis was presented and approved by <br /> Motion by the City Council of the City of Zephyrhills, Florida, at <br /> public hearings held on May 10, 1993, and May 24, 1993, and serve <br /> as Exhibit "A" of Ordinance No. 573, providing for a proposed <br /> amendment to the Comprehensive Plan of the City of Zephyrhills . <br /> X. ANNEXATIONS: <br /> 1. Availability of and Demand upon Services: <br /> A. Potable Water and Sanitary Sewer: <br /> (1) Florida Adventist Association - 6. 3 acres. Water <br /> and sewer lines were extended from Alpha Village to the east of <br /> Alpha Avenue and Wire Road, which will service this parcel. <br /> Extension was completed in March, 1993 . Within a residential land <br /> use designation, at its highest use and based upon like development <br /> within the City, it is estimated that actual water consumption <br /> could total 10 GPD and 10 GPD of wastewater. (This site is being <br /> developed as a church. Monthly water/sewer consumption is expected <br /> to be 3, 000 gallons respectively) . <br /> (2) Smith Cattle and Grove - 5 acres . Designated within <br /> a residential land use, at its highest use, the site can be <br /> expected to use 1, 250 GPD of water, with 937 GPD of wastewater <br /> consumption. This site will be developed in two phases . The first <br /> phase will generate 337 GPD water and 252 GPD of sewer. Water and <br /> sewer are available from two locations, either from the Silver Oaks <br /> community (a Planned Unit Development) within which this property <br /> was included, or from Geiger Road, immediately south of the site. <br /> (3) Nye Annexation - . 5 acres. This parcel, located <br /> within a commercial land use designation, will be combined with a <br /> similar parcel located adjacent to its eastern side. Using actual <br /> figures from that existing building, this site may be expected to <br /> use 267 GPD of water and 267 GPD of wastewater consumption. <br /> (4) Townview Medical Arts Center Partnership - 35 acres . <br /> This parcel will share a commercial land use (for 4 acres) and <br /> residential land use for the remaining 31 acres . Water and sewer <br /> lines adjoin this property, which lies immediately west of a recent <br /> commercial development. The owner/developer will be required, per <br /> City policy and detailed in the City' s Land Development Code, to <br /> extend lines onto their property at their cost. The commercially <br /> designated site will generate at its highest commercial use, 1, 250 <br /> GPD of water and 938 GPD of sewer. <br /> The residentially designated area can be expected to use 32, 025 GPD <br /> of water and 24, 018 GPD sewer. This figure is based on the <br /> assumption that 11 . 5 acres will be developed as single family, with <br /> a density of 3 .3 units per acre, and 19.5 acres will be developed <br /> multi-family at a density of 9 units per acre. The City Utilities <br /> Department estimates average residential household usage of 150 <br /> gallons per day. It also assumes that 75% of water usage is <br /> returned to the wastewater system. <br /> These annexations will not adversely affect or impact the <br /> City' s ability to provide potable water and sanitary sewer. <br /> B. Solid Waste: <br /> (1) Florida Adventist Association: The level of service <br /> standards for equivalent residential solid waste disposal is based <br /> upon 1 . 5 ton/year/dwelling unit.
