' II <br /> EXHIBIT 'A " <br /> To City of Zephyrhills Ordinance No. 584 <br /> The following data and analysis was presented and approved by Motion by the City <br /> Council of the City of Zephyrhills, Florida, at public hearings held on October 25, 1993, and <br /> November 8, 1993, and serve as Exhibit "A" of Ordinance No. 584, providing for adoption of <br /> the amendment to the Comprehensive Plan of the City of Zephyrhills. <br /> I. ANNEXATIONS: <br /> 1. Availability of and Demand upon Services: <br /> A. Potable Water and Sanitary Sewer: <br /> (1) Florida Adventist Association - 6.3 acres. Water and sewer lines were <br /> extended from Alpha Village to the east of Alpha Avenue and Wire Road, which will service this <br /> parcel. Extension was completed in March, 1993. Within a residential land use designation, at <br /> its highest use and based upon like development within the City, it is estimated that actual water <br /> consumption could total 10 GPD and 10 GPD of wastewater. (This site is being developed as <br /> a church. Monthly water/sewer consumption is expected to be 3,000 gallons respectively). <br /> (2) Smith Cattle and Grove- 5 acres. Designated as a residential recreational land <br /> use, at its highest use, the site can be expected to use 1,250 GPD of water, with 937 GPD of <br /> wastewater consumption. This site will be developed in two phases. The first phase will <br /> generate 337 GPD water arid 252 GPD of sewer. Water and sewer are available from two <br /> locations, either from the Silver Oaks community (a Planned Unit Development) within which <br /> this property was included, or from Geiger Road, immediately south of the site. <br /> (3) Nye Annexation - .5 acres. This parcel, located within a commercial land use <br /> designation, will be combined with a similar parcel located adjacent to its eastern side. Using <br /> actual figures from that existing building, this site may be expected to use 267 GPD of water and <br /> 267 GPD of wastewater consumption. <br /> (4) Townview Medical Arts Center Partnership - 35 acres. This parcel will share <br /> a commercial land use (for 4 acres) and residential land use for the remaining 31 acres. Water <br /> and sewer lines adjoin this property, which lies immediately west of a recent commercial <br /> development. The owner/developer will be required, per City policy and detailed in the City's <br /> Land Development Code, to extend lines onto their property at their cost. The commercially <br /> designated site will generate at its highest commercial use, 1,250 GPD of water and 938 GPD <br /> of sewer. <br /> The residentially designated area can be expected to use 32,025 GPD of water and 24,018 GPD <br /> sewer. This figure is based on the assumption that 11.5 acres will be developed as single family, <br /> with a density of 3.3 units per acre, and 19.5 acres will be developed multi-family at a density <br /> of 9 units per acre. The City Utilities Department estimates average residential household usage <br /> of 150 gallons per day. It also assumes that 75% of water usage is returned to the wastewater <br /> system. <br /> These annexations will not adversely affect or impact the City's ability to provide potable <br /> water and sanitary sewer. <br /> B. Solid Waste: <br /> (1) Florida Adventist Association: The level of service standards for equivalent <br /> residential solid waste disposal is based upon 1.5 ton/year/dwelling unit. All solid waste is <br /> collected twice a week. Based upon like development, this site can be expected to generate 2 <br /> tons of garbage annually. <br /> OR322OPO91 9 <br />
