4.61. <br /> studies on housing, commercial and industrial conditions and <br /> facilities, public and private utilities, and traffic , transporta- <br /> tion and parking. <br /> SECTION 4. POWER. <br /> (1) The decisions of the Planning Commission in <br /> interpretation and application are declared to be the minimum <br /> requirements necessary to protect and improve the public health, <br /> safety, good order, appearance, convenience, morals and general <br /> welfare; to conserve the value of land, buildings, and resources; <br /> ® and to protect the character and maintain the stability of <br /> 0 residential, agricultural, business and industrial areas and to <br /> Q promote the orderly development of such areas. <br /> SECTION 5. ORGANIZATION . <br /> (1) Establishment and Composition: <br /> (a) The Zephyrhills City Council, empowered by <br /> F.S. , Ch. 163.180, may establish a Planning Commission and appoint <br /> members thereto. <br /> (b) The Planning Commission shall be comprised of <br /> five members: Three citizens of the City of Zephyrhills will b-6-appoint- <br /> ed by the Counit from the community at large and one membershall be <br /> appointed from= the city staff from a planning related department. In <br /> addition -the Mayor -shall serve. <br /> (2) Terms of Office; Removal from Office; Vacancies; <br /> Members of the Planning Commission shall be appointed for staggered <br /> terms of two years. Three of the original appointees shall serve <br /> for only one year to establish the staggered terms. The City Council <br /> may remove any member of the Commission for just causerincluding but <br /> not limited to absence without valid excuse of more than three meetings <br /> 111 annually after written notice and public hearing. Any vacancy <br /> occurring during the unexpired term of office of any member shall be <br /> filled by the City Council for the remainder of the term.
