WHEREAS, the City Council has determined that it is in the City's interest to update the Land Development Code from time to time to assure that the Land Development Code adequately meets the needs of the City; and WHEREAS, the City Council has determined that Increasing development in the City of Zephyrhills continues to affect operations on roadways within the City, and the need for a more standardized (and stringent) driveway turn lane criteria has become necessary to improve safety, capacity, and more efficient transportation operations WHEREAS, the City Council desires to amend the City of Zephyrhills' Land Development Code as it relates the existing de minimis and traffic impact analysis traffic study requirements, the Transportation Mitigation (Turn Lane Criteria) and Roadway and Intersection Improvements Criteria; WHEREAS, the City Council desires to hereby formally adopt the amendment to the City of Zephyrhills Land Development Code. NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Zephyrhills, Florida, as follows: Section 1. Recitals. The Whereas Clauses above are true and accurate and are incorporated by reference and made a part of this Ordinance. Section 2. Authority. This Ordinance is enacted pursuant to Chapter 163, Florida Statutes, and under the home rule powers of the City. Section 3. Amendments. Section § 5.04.01 DETERMINATION OF PROJECT IMPACT of the City of Zephyrhills Land Development Code is hereby amended as follows: § 5.04.01 DETERMINATION OF PROJECT IMPACT. An application for a Comprehensive Plan amendment, a rezoning or site plan approval of a proposed development shall determine the impact of the project by the following procedures: (A) A traffic ;,,,,,. ael anal study shall be prepared by the developer or his or her designee that includes a projection of the gross daily PM Peak -Hour trips to be generated by the project and the distribution of the trips onto adjacent streets.
