In the office/professional district a six foot <br />fence shall be permitted provided the clear sight triangle is <br />maintained. <br /> <br />D. Commercial/Industrial District <br /> <br />1. In commercial and industrial districts an eight <br />foot fence shall be permitted provided the clear s~ght triangle <br />is maintained. <br /> <br />2. FOr security purposes, fences in commercial and <br /> <br />industrial districts may be topped with barbed wire of not more <br />than three strands, provided the lowest strand is not le8s than . <br />6.5 feet. above grade. Such wire shall not overhang adjacent <br />property. <br /> <br />4331. Determination of Buffer Requirements <br /> <br />, A. BUffers shall be required for all new development and <br />redevelopment on lands in the City of Zephyrhills, based upon the <br />followin~ buffer standards. <br /> <br />B.. Where an OP, C-1, C-2, C-3 or LI district abuts, or is <br />separated by an alley or easement only, from a residential <br />district or existing residential use, the Site Plan Review <br />committee shall address the need for visual buffers to screen <br />service and parking areas for the nonresidential use. Buffers <br />may consist of walls, fences, hedges, landscape features or any <br />combination thereof. The preference of owners of abutting <br />residential real estate will be considered. <br /> <br />C. Fo~ M-2, M-3 and M-4 districts, a landscaped strip or <br />other buffer along all public rights-of-way abutting the site and <br />a solid fence or wall along all other boundaries of the site <br />where the subject site abuts other zoning districts may be <br />required. If required, fences shall be masonry or wood six feet <br />in height, except that within the required front yard setback the <br />maximum height will be four feet. If all owners of adjacent <br />property so request, in writing, no fence or wall will be <br />required. Landscaped strips shall contain a plant screen which <br />shall be at least seventy-five percent opaque, at least four feet <br />in height when planted and shall extend the length of the <br />property except for driveway openings. <br /> <br />D. All fences and walls must be constructed of new <br />materials. Walls .and fences shall not contain ,substances such as <br />broken glass, spikes, exposed nails or similar items designed to <br />inflict injury or pain. Barbed wire is prohibited in all zoning <br />districts except LI, C-3, AP-l, AP-2 and ER. Fencing of any <br />material may be used in a front yard, but must be at least 90' <br />transparent. <br /> <br />E. Fences, shrubs, trees or walls are not permdtted within <br />a road right-of-way'or an easement granted to the City except by <br />approval of City Council. Any structures erected or plants <br />planted in violation of this section are subject to removal by <br />the City, and in no case shall the City be liable for removal, <br />restoration or compensation costs. Any damage to a City owned. . <br />utility caused by fence or wall installation shall be repaired by <br />
