The permit authorizes the Permittee to <br />proceed with the construction of a surface water management system in accordance with the information <br />outlined herein and shown by the application, approved drawings, plans, specificatIons, and other <br />documents, attached hereto and kept on file at the Southwest Florida Water Management District <br />(District). Unless otherwise stated by permit specific, permit issuance constitutes certification of <br />compliance with state Water quality standards under Section 401 of the Clean Water Act, 33 V.S.C. 1341. <br />All construction, operation and maintenance of the surface water management system authorized by this <br />permit shall occur in compliance with Florida Statutes and Administrative Code and the conditions of this <br />perm it. <br /> <br />PROJECT NAME: <br /> <br />North Town Center. Site Modifications <br /> <br />GRANTED TO: <br /> <br />KOB Properties, LLC <br />411 Commercial Court, #E <br />Venice, FL 34292 <br /> <br />ABSTRACT: This permit authorizes construction of a new surface water management system serving a <br />7.46-acre commercial development known as North Town Center. The project is located off US 301 ,one <br />mile north of Zephyrhllls, in Pasco County. Adjacent properties include Wal-Mart Store 706 <br />(Environmental Resource Permit [ERP] No. 44021487.000) to the south and Lowe's of Zephyrhills (ERP <br />application No. 44025468.000) to the north. This project was originally permitted as ERP No. <br />44024630.000. This modification authorizes a reduction in project and tota/land area due to an <br />acquisition of an as-foot wide strip by the adjacent property owner to the north, as well as several m inar <br />building, site and drainage retention area recontigurations. This permit replaces ERP No. 44024630.000. <br /> <br />The project is situated within a hydrologically closed drainage basin. The stormwater management <br />system is designed for a 100-year, 24-hour rainfall of 12.00 inches. The project engineer used the Soil <br />Conservation Service Type II Florida-modified rainfall distributIon and a unit hydrograph shape factor of <br />484 to compute runoff hydrographs. The proposed surface water management system is comprised of <br />two dry retention ponds to accommodate the proposed commercial development, including two outparcels <br />with an assumed build-out impervious area percentage of 80 percent. The drainage calculations Indicate <br />the ponds are sized to retain the entire runoff resulting from the 1 DO-year post-development rainfall without <br />discharge. However, when the Lowe's of Zephyrhills site (ERP application No. 44025468.000) is <br />constructed, a proposed retaining wall will be constructed north of the North Town Center's western <br />drainage retention pond (Pond 1), This wall will effectively sever Pond 1's connection to the surficial <br />aquifer above the subsurface clay layer, thus impeding the pond's ability to recover. A provision has been <br />made for this change, in that the North Town Center applicant has proposed a control structure with a <br />bleeddown orifice that will slowly discharge water from Pond 1 into the western pond to be constructed on <br />the Lowe's of Zephyrhills site, When the Lowe's suriace water management system is constructed under <br />ERP No. 44025468.000, the pipe discharging from the orifice control structure will be connected to the <br />Lowe's western pond, which has been sized to accommodate this runoff. <br /> <br />SIa 39'v'd <br /> <br />8NI S~3~N38 3~I8N08 <br /> <br />1a6Lla88Ptt>6 <br /> <br />PE:TT Plala6/P6/91a <br />
