<br />~=~ <br /> <br />Kimley-Horn <br />and Associates, Inc. <br /> <br />May 24, 2005 <br /> <br />Mr. Bill Burgess <br />City of Zephyrhills <br />5335 Eighth Street <br />Zephyrhills, Florida 33542 <br /> <br />Re: Quiznos <br />Transportation Impact Fee Review <br />City of Zephyrhills, Florida <br /> <br />Dear Bill, <br /> <br />Pursuant to your request, I have reviewed the customer count and sales <br />information provided for the above referenced project and offer the following <br />comments regarding the transportation impact fee for the Quiznos and the <br />proposed reduction in impact fees based upon an internal capture percentage. <br /> <br />1. Based upon ITE Trip Generation, the Quiznos would be defined as a <br />fast-food restaurant without a drive-through window. According to the <br />City of Zephyrhills current Impact Fee Schedule, this land use category <br />is not listed on the table. Since this land use is not listed in the table, the <br />Ordinance allows that a similar land use category may be chosen or the <br />option to provide trip characteristic information specific to a Quiznos or <br />a similar fast-food restaurant without a drive-through window for use in <br />a revised impact fee rate. See the attached Table 1 for the rates <br />associated for a quality restaurant, high-turnover sit-down restaurant, <br />fast-food restaurant with drive through window and fast-food restaurant <br />without drive-through window. The rate for the fast-food restaurant <br />without drive-through window was calculated based upon the trip <br />generation rate from ITE, th Edition for LUC 933: fast-food restaurant <br />without drive-through window. The trip length and trip type variables <br />utilized were those used for the fast-food restaurant with drive-through <br />window land use. <br /> <br />2. The applicant is proposing that 30% of the trips are net new trips and that <br />70% of the trips are internal capture trips from the other uses existing in <br />the Merchant Square Center. Based upon ITE, the overall internal <br />capture percentage for the development is determined to be closer to <br />29 % by utilizing the square footages of the Merchant Square Center and <br />the proposed Quiznos (provided by the City). If an internal capture <br />percentage greater than 29% is requested to be used, then additional <br />information should be provided to support their assumption. Attached is <br />the ITE internal capture matrix detailing the internal capture percentage <br />determined for the development.
