Due to the fast food restaurant type land use, a portion of the trips <br />generated by the Quiznos will be pass-by trips. Based upon the <br />Ordinance, the fast-food restaurant land use category already utilizes a <br />59.5% net-new percentage, thereby the Ordinance takes into account <br />approximately 40.5% of pass-by or diverted trips in the equation. <br /> <br />4. Since there is no fast food restaurant without a drive-through window <br />land use category in the Impact Fee Ordinance, the customer count <br />information provided by the applicant could be used to determine an <br />alternative trip generation rate for the proposed Quiznos.
